University of Phoenix unveils predictive framework for workforce engagement and wellness

University of Phoenix has published a new white paper proposing that the future of workforce engagement may depend on a factor many organizations still measure only indirectly: the degree to which employees’ perceptions and capabilities align with the workplace experiences their employers intend to create. Titled “Aligning Experience and Perception: A Predictive Framework for Improving Workforce Engagement, Wellness, and Career Optimism,” the paper was authored by Jeffery Rhymes, DMgt, MBA, doctoral faculty in the University’s College of Doctoral Studies and a fellow with the Center for Organizational Wellness, Engagement, and Belonging, known as CO-WEB. Its central argument is that employee outcomes are shaped not simply by workplace policies or programs, but by how workers interpret those initiatives and whether they believe they have the capabilities to act on new opportunities.

The paper introduces the Employee Experience Perception Alignment Model, a leadership framework designed to explain why carefully planned employee initiatives sometimes fail to produce stronger engagement, trust or well-being. In conventional workforce strategy, organizations often focus on the experience they want to deliver, such as professional development, flexible work, wellness programs or inclusive leadership. Rhymes argues that this organizational intention represents only one part of the equation. Employees continuously interpret workplace actions through their interactions with managers, their previous experiences, the clarity of communication and the fairness of organizational decisions. The result is that the same policy can produce confidence in one group of employees and skepticism or disengagement in another.

Technically, the model links three primary conditions—organizational experience, employee perception and employee capability—to a set of measurable outcomes that includes engagement, trust, wellness, belonging and career optimism. Organizational experience refers to the systems, decisions and behaviors an institution intends to provide. Employee perception describes the meaning workers assign to those experiences. Employee capability includes perceived control, skills, adaptability and the ability to use emerging technologies such as artificial intelligence. When these dimensions move in the same direction, the model suggests, employees are more likely to view the organization as credible and supportive. When they diverge, a hidden alignment gap may emerge before traditional indicators, such as turnover or absenteeism, reveal a problem.

Rhymes builds the framework from several established areas of organizational research, including social exchange theory, employee engagement studies, organizational justice, sensemaking and self-efficacy. Social exchange theory helps explain why employees respond to perceived support with trust, commitment or reciprocal effort. Organizational justice focuses on whether workplace decisions are experienced as fair, transparent and consistent. Sensemaking describes how employees interpret ambiguous events and leadership messages, while self-efficacy concerns an individual’s belief in their ability to perform, adapt and influence outcomes. By bringing these concepts together, the paper treats employee perception not as a secondary opinion but as an active mechanism through which organizational practices affect behavior and well-being.

The framework arrives as workforce conditions show a substantial gap between employees’ desire to develop and the support they report receiving. Findings cited from the 2025 Career Optimism Index indicate that 51% of employees experienced burnout, while 43% lacked access to professional development opportunities. At the same time, 86% were actively seeking opportunities to build new skills. The same body of research found that 21% of employees reported a decline in their sense of career control. These figures describe more than a shortage of training. They suggest a mismatch between employee expectations and the systems available to help workers progress, a mismatch that may weaken confidence in an organization’s long-term value.

Artificial intelligence is adding a new layer to that mismatch by changing how employees understand their own capabilities. According to the paper’s discussion of the 2026 Career Optimism Index findings, 75% of employees reported greater confidence because of AI adoption, and 66% said AI had given them greater control over their careers. Those responses indicate that AI is being experienced not only as a productivity technology but also as a tool for learning, decision-making and career mobility. Employees may use AI to acquire knowledge, improve performance, explore new occupations or compare opportunities beyond their current employer. As a result, their expectations of workplace development may be rising faster than internal systems can adapt.

This shift could create what the paper describes as a pace gap. An organization may continue offering traditional development programs while employees use rapidly evolving technologies to learn independently and assess career options in real time. In such a setting, an employee might remain in a position for financial stability while simultaneously preparing for a move elsewhere. Engagement may therefore become conditional: workers participate when an organization helps them progress, but their commitment can weaken if internal opportunities fail to match their expanding capabilities. The concern is not that AI automatically causes disengagement, but that organizations may underestimate how quickly technology changes employees’ perceptions of autonomy, control and the value of remaining in a particular role.

To detect these risks earlier, Rhymes recommends that leaders conduct regular perception and capability audits rather than relying exclusively on annual engagement surveys or lagging workforce statistics. Such audits would examine whether employees understand organizational messages, trust leadership behavior and believe available systems support their development. Real-time feedback mechanisms could then identify emerging concerns related to workload, fairness, psychological safety or access to growth. The model also emphasizes the importance of internal mobility, clear career pathways and development opportunities that allow employees to imagine a future within the organization. Without those pathways, skill development may increase external mobility without strengthening internal commitment.

Leadership consistency is another critical component of the proposed framework. If an organization communicates that it values wellness, inclusion or continuous learning but rewards behavior that undermines those priorities, employees may interpret the contradiction as evidence that official messaging is unreliable. In the model, leadership behavior functions as a powerful signal that either confirms or discredits the intended employee experience. Rhymes therefore encourages organizations to compare stated values with everyday decisions, integrate AI into workforce planning, and align talent acquisition, management and development systems. Treating perception and capability as leading indicators could give leaders an earlier view of cultural friction, declining trust or turnover intent, allowing intervention before those conditions become deeply embedded.

Rhymes serves as doctoral faculty at the University of Phoenix College of Doctoral Studies and as a Fellow-in-Residence of CO-WEB. He has more than 20 years of consulting experience in organizational and technology operational readiness, employee experience, team performance and strategic talent management. He earned a Doctorate in Management and an MBA from the University of Phoenix, as well as a bachelor’s degree in computer science from Southern University and A&M College. Its broader message is that workforce health may increasingly depend on how quickly organizations can close the distance between what they intend to provide, what employees believe they are receiving and what technology enables workers to become.
