A new study published in Nature Communications reports that where people live—and how race and economic disadvantage are concentrated across communities—can help predict who is most likely to be injured or killed during major storms in the United States. Examining the period from 2005 through 2022, researchers J.T.H. Cheung, S. Flingai and K.R. Burrows identify “racialized economic concentration” as a significant signal of storm-related harm, adding a powerful social dimension to the science of extreme weather.
The finding arrives as hurricanes, tornadoes, derechos, floods and other severe storms become increasingly costly and disruptive across the country. Forecasting systems have grown more sophisticated at predicting wind speed, rainfall totals and storm tracks, but meteorological danger alone does not determine the human toll. Two communities exposed to the same storm can experience dramatically different outcomes depending on housing quality, transportation access, emergency resources, healthcare availability and the ability of residents to evacuate or recover.
The study’s central concept, racialized economic concentration, describes the geographic pattern in which racial groups and economic conditions are distributed unevenly across neighborhoods and regions. It does not mean that race itself biologically determines vulnerability. Instead, the measure reflects the long-term effects of housing segregation, unequal investment, employment disparities, limited access to insurance and differences in public infrastructure. These forces can place some populations in locations with greater exposure to flooding, extreme winds, storm surge or collapsing buildings while reducing their ability to respond safely.
In technical terms, the research treats the social organization of communities as a predictor of disaster outcomes. A predictor is a measurable characteristic associated with a higher probability of an event; it does not automatically prove that the characteristic directly causes the event. By linking patterns of racialized economic concentration with storm-related injuries and deaths over nearly two decades, the researchers show that demographic and economic geography can add information that is missing from hazard maps based only on atmospheric conditions.
That distinction is crucial because storms become deadly through an interaction between hazard, exposure and vulnerability. Exposure refers to the people and structures located in the path of that hazard. Vulnerability includes the likelihood that buildings will fail, that residents will receive and understand warnings, that transportation will be available and that emergency services can reach those in need. Communities with fewer financial resources may be more likely to occupy older housing, live in areas with inadequate drainage or depend on vehicles and jobs that make rapid evacuation difficult. Residents may also face language barriers, disabilities, insecure employment or limited access to digital alerts. After a storm, the same inequalities can affect rescue, medical treatment and rebuilding. A damaged neighborhood with fewer hospitals, shelters or public resources may experience consequences long after winds and rain have passed, even when the initial storm intensity is identical.
The researchers’ 2005–2022 study window includes some of the most consequential disasters in recent American history, spanning destructive hurricanes, inland floods and severe convective storms. Looking across this period allows investigators to move beyond isolated case studies and examine whether a recurring national pattern appears across different events and regions. The reported association suggests that disaster preparedness cannot be evaluated solely by asking where the next storm will strike. It must also ask which communities have the fewest protective resources when it does.
The implications extend beyond emergency response. If demographic and economic concentration helps forecast storm-related injuries and deaths, public agencies could incorporate these indicators into risk models, evacuation planning and the distribution of mitigation funds. Investments in stronger housing, resilient power systems, accessible shelters, multilingual warnings, reliable public transportation and neighborhood-based emergency networks could reduce risk before a storm forms. Such measures would shift disaster policy from reacting to casualties toward preventing them.
The study also raises a challenge for how the public interprets climate and disaster statistics. A changing climate may increase the frequency or intensity of some hazards, but the human consequences are shaped by decisions about land use, infrastructure and social protection. The same warming atmosphere can produce unequal outcomes because vulnerability is unevenly built into cities, suburbs and rural communities. By placing racialized economic geography at the center of storm mortality and injury analysis, the research argues that social inequality is not background context—it is part of the disaster system itself.
