New University of Sussex research is taking a hard look at the brain’s “compassion ceiling,” revealing measurable limits in how we process threats to human lives versus threats to money. The study suggests that when large-scale disasters unfold—especially far from home—human empathy may not scale up in the way our values demand. Instead, neural responses can flatten as the number of people involved grows.
Published in Social Cognitive and Affective Neuroscience, the work was led by Dr Dan Campbell-Meiklejohn and Dr Jo Cutler. Using functional MRI, the researchers measured participants’ brain activity while they read realistic news headlines describing real-world life-or-death events. The scenarios varied from one victim to tens of thousands, occurring either in the UK or across 56 other countries.
Participants were then told whether the individuals in each story survived or died. Strikingly, brain responses were comparatively low for higher numbers of lives at risk and for lives lost abroad. In contrast, responses to financial stakes increased in a more intuitive direction: as potential money changed, neural activity scaled upward.
The authors report three key neural signatures. First, when risk involved human lives, activity generally decreased as victim counts rose, showing a collapse in sensitivity rather than amplification. Second, overseas deaths followed a distinct trajectory: responses rose for mid-range victim numbers before dropping for the largest cases, producing an “inverted U” pattern.
Third, brain regions linked to empathy behaved differently for local versus foreign tragedies. Activity increased when people died within participants’ home country, but similar sensitivity to death versus survival was not observed for events occurring abroad. This divergence points to how geography can reshape emotional processing.
The team cautions that MRI reveals patterns of neural activity, not a single cause of behavior. Follow-up responses from participants suggested a self-protection component may contribute, since local events are more likely to affect people we know.
Together, the findings offer a neuroscientific basis for two persistent humanitarian challenges: people may tune out as crises expand, and local suffering can dominate attention over distant emergencies. For policy makers and humanitarian communicators, the results emphasize the need for messaging strategies that counteract neural and psychological downshifts during global catastrophes.
