When residents of Atlantic Canada watch their shorelines crumble and their basements flood, the scientific and policy communities have a term ready for what may eventually need to happen: managed retreat, the deliberate movement of people, homes, and infrastructure away from areas at high risk from natural hazards. But as a new twenty-year analysis of news media reveals, the public rarely encounters that phrase, and when they do, it often lands badly. The study, published in the journal Environmental Management, argues that the language used to describe relocation in the face of climate change is fragmented, evolving, and unevenly distributed across different groups of speakers—and that this linguistic chaos could undermine one of the most important adaptation strategies of the coming decades.

The research, conducted by Robin Willcocks-Musselman and Kate Sherren of Dalhousie University’s School for Resource and Environmental Studies, undertook a longitudinal content analysis of news media coverage in Atlantic Canada spanning 2003 to 2023. The two-decade window is significant because it captures a period of intensifying storm activity in the region, culminating in events such as Hurricane Fiona in 2022, which demonstrated to the public what a warmer, stormier future looks like. The authors employed a novel search strategy designed to capture not just the academic term “managed retreat,” but the full ecosystem of expressions journalists, officials, and citizens actually use when discussing the concept: planned retreat, relocation, buyouts, moving back from the water, coastal realignment, and many others.

The core finding is deceptively simple but consequential: there is no shared vocabulary. Instead of a single established term, the analysis identified a wide variety of expressions describing essentially the same concept, with different actor groups gravitating toward different language. Academics, as might be expected, favor “managed retreat,” a phrase that has proliferated in scholarly literature since foundational work in the late 2010s examined it as a response to natural hazard risk. Journalists tend toward more accessible phrasing, often embedding the idea in narratives about specific communities or disasters. Government documents speak of “relocation” or “buyouts.” Residents themselves, when quoted, frequently describe the process in personal, practical terms—moving the house, giving up the land, getting out before the next storm—that bear little resemblance to the clinical terminology of adaptation science.

This terminological dispersion is not merely a curiosity of language. The authors draw on established theory about collective action to argue that shared vocabulary is a prerequisite for coordinated social responses. When a community, its municipal government, provincial officials, and the federal disaster-assessment agencies all use different words for the same underlying process, the potential for misunderstanding multiplies. Someone might support “buyouts” while opposing “retreat,” unaware they are endorsing variants of the same policy. Conversely, the absence of a common term can allow the concept itself to remain abstract and unexamined, surfacing only during crises when emotions run high and deliberation is hardest.

The study also documents a clear temporal pattern: the frequency of relocation-related language in Atlantic Canadian news media has increased over the twenty-year period, and the researchers link this rise to climate-related events. This aligns with what communication scholars call the issue-attention cycle, in which public and media attention to a problem surges after a salient event and then decays. Major storms act as linguistic triggers. After severe coastal flooding or hurricane damage, articles discussing moving away from dangerous areas multiply, then taper off until the next disaster. The researchers suggest that this episodic pattern means the concept rarely receives sustained public deliberation; instead, it is introduced and re-introduced in fragments, never accumulating into a stable public understanding.

The methodological approach deserves attention because of how it handles the messiness of real-world language. Rather than searching only for “managed retreat,” the researchers constructed a broader set of search terms rooted in how the concept manifests in everyday discourse. This is a response to a known problem in the field: a systematic review of the literature has shown that “managed retreat” and “planned retreat” are used inconsistently, and other scholars have catalogued dozens of near-synonyms, including community relocation, strategic relocation, and climate-induced migration. By tracking this constellation of terms rather than a single keyword, the study offers a more faithful picture of the public discourse than keyword-only analyses would allow. The authors frame this as a contribution to environmental communication, treating news media as a record of how ideas circulate between experts and the public.

Why does the term “managed retreat” itself pose a problem? The authors and the literature they draw upon point to its connotations. “Retreat” implies defeat, surrender, an army pulling back from a lost battle. For communities whose identities are bound to coastal places—fishing villages, lighthouse towns, waterfront properties that have held family meaning for generations—the word signals loss before any conversation about logistics or compensation has even begun. Writers and commentators have argued publicly that it is a terrible way to talk about responding to climate change, and researchers studying Indigenous communities facing relocation have called for reframing the language entirely, noting that for some peoples the framing ignores deep relationships to specific, sacred places. The new study adds empirical weight to these critiques by showing that the term remains largely absent from public discourse in Atlantic Canada, suggesting either that journalists avoid it or that it simply has not taken hold.

Atlantic Canada is a revealing place to conduct such an analysis. The region’s coastlines are experiencing measurable change, with rising sea levels and increased storm intensity projected to continue. Several provinces have begun grappling formally with the issue: Nova Scotia passed a Coastal Protection Act, Prince Edward Island has issued environmental protection orders restricting shoreline development, and municipal governments have confronted individual cases where dykes and aboiteaux failed and rebuilding in place seemed futile. First Nations communities have faced particularly acute versions of the dilemma, with at least one Mi’kmaw community publicly described as sitting in an “unsuitable” climate risk zone. At the same time, Canada’s disaster financial assistance arrangements and a national task force on flood insurance have examined relocation and buyouts as policy instruments, and property buyouts have occurred in scattered locations across the country.

The research team situates their findings within a growing international literature on the justice dimensions of relocation. Global mapping studies of managed retreat programs have documented concerns about whether such programs are successful and just, noting that buyouts can disproportionately burden lower-income residents, Indigenous communities, and those without the resources to negotiate. Other scholars have reframed retreat not as a last resort but as a proactive, transformative adaptation option that can be undertaken on communities’ own terms. Against this backdrop, the Atlantic Canada study makes a distinct contribution: it shifts attention from the design of programs to the language through which those programs are proposed, debated, and understood. A technically sound buyout program, the implication runs, can still fail if the public perceives it through a vocabulary of defeat.

The practical implications of the study extend to anyone engaged in climate adaptation communication. Planners designing public consultations on coastal management, journalists covering erosion and flooding, and scientists advising governments all make linguistic choices that shape how the public receives the underlying ideas. The authors argue that tracking the evolving language of managed retreat as used with and by the public is important for the effective design, communication, and implementation of related policy. In other words, terminology should be treated as a variable to be monitored, not a fixed convention to be assumed. What resonates in California, where researchers have also studied how to communicate the concept, may not resonate in a Nova Scotian fishing cove. Local discourse histories matter, and this study provides one of the first longitudinal baselines for a Canadian region.

The study also arrives amid broader changes in how Canadians encounter news. Surveys of digital news consumption show declining reliance on legacy outlets, and research documenting news deprivation in Canadian communities raises questions about whether the local journalism that historically mediated between governments and citizens can continue to play that role. If newspapers were the primary venue where relocation debates unfolded over the past two decades, their contraction could make the vocabulary problem worse: fewer shared stories, fewer common reference points, and a more fragmented public conversation precisely when climate impacts demand collective decisions. The study’s reliance on news media as a proxy for public discourse implicitly highlights what may be lost as that proxy weakens.

Ultimately, the paper’s message is one of humility for the adaptation community. Scientists may settle on a term, refine its definition, and build a literature around it, but the public conversation operates by different rules, driven by storms, memories, and local identities. Managed retreat—whatever it ends up being called—will require communities to make some of the hardest decisions climate change imposes: leaving places they love. The Dalhousie researchers suggest that getting those decisions right begins earlier than policy design, in the patient work of building a language that communities can see themselves in, a conversation in which retreat is not a defeat but, perhaps, a choice made together, in words that everyone understands.
