A new analysis of Brazil’s “discarded” materials raises alarms for the circular economy. Researchers from São Paulo State University (UNESP) and the University of Birmingham detected chlorinated organophosphorus esters in solid waste—substances that can later reappear in new products through recycling and reuse.

These chemicals are used as flame retardants and plasticizers. Their thermal stability and low cost have made them common in polyurethane foams, electronic housings, insulation materials, and a wide range of consumer goods, including items used by children.

The study highlights three major compounds: tris(1-chloro-2-propyl) phosphate (TCIPP), TDCIPP, and TCEP. Laboratory evidence and toxicological literature associate these esters with endocrine and reproductive disruption, and they may also contribute to cancer risk. Human exposure can occur through direct contact with treated items, or via inhalation and ingestion of dust as materials age and degrade.

Child-focused products deserve particular scrutiny. The chemicals have been reported in car seats, crib mattresses, plastic toys, and foam-filled goods. Because children frequently touch objects and then place their hands in their mouths, measured internal concentrations can be higher than in adults.

To quantify the problem, the team collected 207 samples from four waste streams likely to contain chlorinated organophosphate esters in Brazil: construction and demolition waste, end-of-life vehicles, upholstered furniture, and childcare products. Samples were taken from the Sorocaba metropolitan area, sourced from demolition landfills, vehicle dismantling facilities, recycling associations, and manufacturers or refurbishers of upholstered items.

Results showed that 95% of samples contained at least one target compound, typically at low concentrations, while 13 samples exceeded levels of greatest concern. The findings were published in Environmental Pollution.

The study also addresses why the risk persists despite international restrictions on older flame retardants. After brominated flame retardants were targeted under global agreements such as the Stockholm Convention, industry shifted toward chlorinated organophosphates. This replacement may be a classic case of “regrettable substitution,” where one harmful chemical class is swapped for another without resolving toxicity concerns.

The authors argue that recycling without chemical sorting or prior treatment can turn waste management into a contamination pathway. If contaminants migrate into new products, both wildlife and human health can be affected—undermining the promise of circularity unless chemical transparency and regulation catch up.
