In one of the most ambitious environmental restoration efforts in Southeast Asia, the Philippine government has finalized a sweeping master plan for Manila Bay that promises to hand local communities an unprecedented official role in implementing sustainability policy. But new research suggests the plan may reproduce a familiar paradox: communities are being loaded with responsibilities that outstrip the power, resources and knowledge they would need to carry them out.

The study, published in the journal Environmental Management, analyzes the 2022 Manila Bay Sustainable Development Master Plan through a critical policy discourse lens. Odessa Gonzalez Benson and Nicolás Juárez, both of the University of Michigan, examined how the plan positions the barangay—the Philippines’ smallest administrative unit—as both a grassroots community and a formal, compensated arm of government. This dual identity makes the Philippine case what the researchers call a “limit case”: a rare setting in which the community is institutionally inseparable from the governance body that implements environmental policy.

The stakes could hardly be higher. In a 2020 New York Times special feature on global climate change, Manila Bay was highlighted, alongside the San Francisco Bay Area, as an exemplary case of rising seas. “How (Manila Bay) deals with their circumstances today may offer lessons, for better or worse, for coastal cities elsewhere,” the feature observed. The bay’s degradation has long alarmed residents. In 1999, a group of concerned residents filed suit against multiple government agencies, arguing that “reckless, wholesale, accumulated and ongoing acts of omission or commission” had created “a clear and present danger to public health” and depleted and contaminated the bay’s marine life. In a landmark 2008 decision, the Philippine Supreme Court ruled in the residents’ favor, enjoining government agencies “as a matter of statutory obligation” to perform functions relating to the “cleanup, rehabilitation, protection, and preservation of the Manila Bay.” The Department of Environment and Natural Resources subsequently assembled a team that produced the master plan, finalized in 2022.

The barangay sits at the heart of the plan’s participatory ambitions. Officially designated the country’s “lowest government unit” and codified by the 1991 Local Government Code, the barangay traces its lineage to pre-colonial communities led by chieftains known as datus, and was later restructured through Spanish and American colonial rule. Its leadership—elected barangay captains and councils—receives monthly compensation, medical and insurance benefits, and civil service eligibility, along with a budget they manage directly. The unit’s fourfold mandate spans enacting local ordinances, delivering basic services such as health care and waste management, facilitating programs for youth and women, and maintaining a community-based justice system. In other words, the barangay is simultaneously a neighborhood and a paid government entity, blurring the line that in most countries separates “stakeholders” from “implementers.”

Gonzalez Benson and Juárez argue that most scholarship and practice treats implementation as beyond a community’s scope. Community members are typically cast as volunteers, consumers, “stakeholders” or “local resource users” in co-management and co-production arrangements, without formal positions, managerial authority or compensation. Co-production, as one scholar cited in the study defines it, consists of “voluntary efforts by individual citizens, placing it largely within the realm of charity and ‘third sector’ work.” Implementation, by contrast, “is typically done by government sector actors.” The barangay disrupts that assumption, offering a natural experiment in what happens when a community is not merely consulted but constitutionally embedded in the machinery of governance.

To assess how the plan discursively organizes participatory implementation, the researchers constructed a conceptual framework synthesizing eight elements drawn from two literatures: O’Toole and Montjoy’s classic work on interorganizational implementation, which yields the elements of mandate, monitoring, resources and interdependence; and James Meadowcroft’s framework for participation in environmental planning, which contributes adequate representation, deliberative engagement, different forms of knowledge, and societal learning. They then applied a hybrid inductive and deductive coding approach—using in-vivo and descriptive codes, then theory-informed second and third waves of coding in the qualitative software Dedoose—to the master plan and its annexes, a document exceeding 1,200 pages that covers everything from tourism to wastewater management to ecological resources.

The findings are strikingly uneven across the eight elements. Community engagement, combining adequate representation and deliberative engagement, was prominent and celebrated. Planners conducted focus-group discussions with dozens of barangay communities—54 in one round—to gather needs and opinions, and the plan commits to “harmonizing” with all relevant barangay plans, a process “mutually agreed upon by all concerned barangays.” The plan itself declares that the master plan is “not just another government’s plan but a stakeholders’ master plan” in which the barangay’s active role in “planning process, project implementation” and local governance “is crucial.”

Resources, however, were underspecified. Technical assistance and capacity building appear repeatedly across the document—promised for tourism development, for the management of marine protected areas, and for habitat protection—yet the researchers found these references “empty of substance.” The plan never specifies which capacities would be built, which technical challenges would be assisted, or what next steps would follow. Capacity building, in their reading, functioned more as catchphrase than commitment.

Mandate and interdependence, meanwhile, shade into what the authors call over-tasking and over-dependence. Barangays were assigned the bulk of on-the-ground implementation, from “strict enforcement” of effluent standards to precision agriculture and aquaculture to redeveloping tourism along sustainable lines. Many tasks are highly technical: ensuring septic tanks are properly designed and maintained, preventing untreated wastewater from entering the bay, stopping direct discharge of effluents into coastal waters, regulating groundwater extraction through policy issuance, and improving drainage along major rivers and waterways. Yet barangay leaders, as the study notes citing UNDP analysis, generally lack the skills, knowledge and technical capacities for such work. High-level supervisory roles, by contrast, remained with state agencies, which were tasked mainly with delegating authority and setting accountability measures.

Monitoring was abundant but asymmetrical. The Manila Bay Task Force was charged with ensuring “strict adherence of all LGUs,” and barangays themselves were directed to “implement, monitor, and enforce” the plan in ecotourism and other domains. The result, the researchers argue, is monitoring qua enforcement that flows downward—the state watches the barangay, the barangay watches the community—without reciprocal upward accountability.

The treatment of local knowledge may be the study’s most sobering finding. Focus groups captured vivid community aspirations: “a clean Manila Bay that can and will support the current as well as the future generations,” with support defined as providing food for families, a source of income, transportation options, waste management and recreation. Communities also asked that “indigenous knowledge and practices… be considered in the implementation of MBSDMP programs, activities and projects without eroding the value of indigenous knowledge and practices.” Yet that phrase appears nowhere else in the plan. Livelihoods and recreation for local residents did not feature among its priorities, while ecotourism was prioritized as a core element. The researchers describe this as a more subtle form of erasure than outright sidelining: acknowledgment without uptake—knowledge solicited but not visibly integrated into action items.

Societal learning, the eighth element, was similarly thin. The plan names the preparation of information, education and communication materials for public education, but with little detail and no focus on cultivating values aligned with sustainability, suggesting public education was not considered a core implementation strategy.

The authors interpret this pattern through the lens of “third-order devolution.” Whereas first-order devolution transfers authority from central to local government, and second-order devolution shifts it from local government to civil society, third-order devolution passes responsibility down to the grassroots level itself. Critical scholars have long warned that such devolution can amount to a neoliberal devolution of state responsibilities—shifting burdens onto communities under the rhetoric of “empowerment” without commensurate sharing of power, resources and knowledge. Comparative studies reinforce the caution. In Ghana and Indonesia, decentralization of irrigation and forestry management without adequate anti-corruption safeguards enabled elite capture; in Thailand, housing programs revealed persistent gaps between empowerment discourse and residents’ political-economic realities; and in the Philippines specifically, scholars have documented fragmented governance, costly duplication and strained fiscal accountability.

Yet the Manila Bay case complicates that literature in instructive ways. Even when a community is formally institutionalized as a government unit, the gap between empowerment rhetoric and resource-poor implementation persists—here, through discursively underspecified “capacity building” rather than explicit resource denial. Detailed monitoring exists, but as one-way enforcement rather than reciprocal accountability. And the sidelining of local knowledge operates through rhetorical inclusion that never reaches implementation.

The authors are careful to emphasize that the failure is one of insufficiency, not total absence. Deliberative engagement and capacity-building language were “unmistakable” and celebrated, from the focus groups at the outset to the commitment to harmonize the plan with barangay plans. “It is in follow-through and specifications where the Plan seems to falter,” they write. They also acknowledge the limits of discourse analysis: the study examines one plan and includes no interviews with planners or community members, and future research should examine whether barangay leaders and residents negotiate, resist or repurpose these mandates on the ground—and how entangled local power structures, including what scholars call “local bossism” and patron-client networks, shape the outcome.

As coastal megacities worldwide confront sea-level rise, the Manila Bay experiment offers a cautionary but not despairing lesson: participatory implementation is possible when community and governance merge, but devolution only follows empowerment as a paired logic when power, resources and knowledge move downward together.
