As social media usage continues to skyrocket, so too does the emergence of harmful content online. In recent years, there has been an observable trend among some prominent social media companies advocating for minimal content moderation, citing loyalty to the principles of free speech and expression. This active shift in policy has stoked considerable public discourse regarding the balance between an individual’s right to express their views and the need to shield users from hateful, abusive, or misleading information. However, the results from this comprehensive survey shed a new light on the contrasting perspectives of actual users across the globe, illustrating that a significant majority favor established safeguards that can mitigate the spread of violence and misinformation.
The survey’s findings reveal that an overwhelming 79% of respondents firmly support the removal of content inciting violence. This consensus is remarkably robust, especially in countries such as Germany and Brazil, where the support rises to a staggering 86%. In the United States, a considerable portion of the respondents—63%—also subscribes to this view, suggesting that even in a nation with a deep-rooted culture of championing free speech, there exists a critical awareness of the potential harms that unchecked content can catalyze. Participants in the study were notably reluctant to endorse the idea of permitting threats and hate-filled rhetoric as a means of fostering response and debate, with a mere 14% believing they should remain online.
Furthermore, the research reveals the limited tolerance for offensive content that targets specific groups, as only 17% of participants express a belief that users should be allowed to post such materials under the guise of criticism. The highest acceptance for this perspective emerged from the United States at 29%, revealing a nuanced understanding of the consequences of harmful rhetoric among users. Interestingly, this sentiment found the lowest resonance in Brazil, where only 9% supported the unrestricted posting of offensive content. The results signal a clarion call for social media companies to evaluate how their policies shape user experience while acknowledging the role of cultural and political factors in public sentiment toward freedom of expression and moderation.
When surveyed about the overarching vision for social media, respondents demonstrated a steadfast preference for environments devoid of hate or misinformation, rather than platforms upholding limitless expression. This inclination illustrates a critical cultural perspective that transcends geographical borders, as users from various nations express their desire for moderation in contrast to the often sensationalized depiction of freedom of speech. The study’s lead researcher, Yannis Theocharis, emphasized that this divergence in user opinion exists even within democracies where the rhetoric of free speech is potent, underscoring a growing recognition of the societal need for safe digital spaces.
The question of accountability in ensuring a safe online environment revealed additional complexity, demonstrating varying expectations across different nations. However, the overall data indicates that a significant share of participants—around 35%—believe that accountability rightfully lies with the platform operators.
Despite these insights, a concerning 59% of respondents acknowledged that exposure to negative interactions, such as rudeness and intolerance, is an unavoidable aspect of social media today. In South Africa, the figure escalated to 81%, while in the United States, 73% of participants echoed this sentiment, validating the widespread fear that aggression is now a normalized component of online discourse. Professor Spyros Kosmidis, co-leader of the Content Moderation Lab at TUM, asserts that this desensitization adds layers of complexity to discussions about political engagement and the health of public debate in contemporary society, further complicating pathways to moderation that respect democratic principles.
Despite the pervasive perception of negativity in digital spaces, the study reveals that 65% of participants still believe that social media can facilitate respectful dialogue. A compelling 80% of respondents disagreed with the notion that rudeness is essential for effectively communicating one’s opinions online.
