A significant milestone in the ongoing transformation of scholarly communication was reached this month as JMIR Publications, the Toronto-based independent publisher specializing in digital health research, and ZB MED – Information Centre for Life Sciences, Germany’s national infrastructure and research hub for data and information in the life sciences, formally announced a two-year extension of their Flat-Fee Unlimited Open Access Publishing Agreement. The renewed partnership, revealed in a joint announcement from Toronto and Cologne, pushes the arrangement’s expiration date from the end of 2026 through December 31, 2028, giving affiliated researchers at participating German institutions two additional years of unrestricted, cost-free publishing across one of the most respected portfolios in the open access landscape.

The mechanics of the agreement are straightforward but consequential for the researchers whose work it covers. Under the extended terms, corresponding authors at participating German institutions can publish in more than 30 Gold Open Access journals within the JMIR Publications portfolio without paying any Article Processing Charges, the fees that otherwise typically fall to authors or their funders when publishing in fully open access venues. Because the participating institutions pay a single flat fee rather than per-article charges, the financial burden of open access publishing is shifted from individual researchers and their grants to a predictable, centrally budgeted institutional subscription. This model, often described as a flat-fee or unlimited publishing agreement, has become one of the most closely watched instruments in the global effort to make publicly funded research freely and immediately readable by anyone with an internet connection.

The journal portfolio covered by the deal lends the arrangement particular weight within the digital health community. JMIR Publications, founded as the publisher of the Journal of Medical Internet Research, has built a reputation as a champion of open science and a leading outlet for research on mobile health, telemedicine, health informatics, and the intersection of technology with clinical care and public health. Its portfolio features 25 journals that hold a Journal Impact Factor, including twelve journals ranked in the first quartile of their respective fields. For researchers in medicine, biodiversity, environmental health, and the broader life sciences served by ZB MED, the agreement means that publication in these high-visibility venues no longer carries a per-article price tag, removing one of the most persistent friction points in the transition toward fully open scholarly publishing.

Eight German research institutions are currently participating in the agreement, and the renewal comes with an explicit invitation for expansion. All ZB MED members are being encouraged to join for 2027, a signal that both partners view the flat-fee model not as a niche arrangement but as a scalable template for institutional support of open access in the life sciences. Eligible authors who wish to take advantage of the waiver face a deliberately low administrative hurdle: during the manuscript submission process, they simply list their participating institution and use their official institutional email address, and the Article Processing Charge is automatically waived. This streamlined workflow reflects a growing recognition among publishers and libraries that open access compliance must be as frictionless as possible if it is to achieve the near-universal adoption that reformers envision.

Leadership at both organizations framed the extension in terms that reach well beyond the immediate financial benefits. Petra Labriga, Head of Strategic Licensing at ZB MED, emphasized the value of stability in an era when publishing arrangements are being renegotiated with increasing frequency across Europe and beyond. Continuing the collaboration through 2028, she noted, provides the German research community with reliable conditions for open access publishing. She described her organization’s mission as supporting life sciences researchers throughout the entire research cycle in line with the principles of open science, and highlighted JMIR’s Unlimited Open Access Publishing Subscription as an interesting approach to providing predictable and sustainable funding for open access publishing. In a research ecosystem where funding uncertainty can discourage researchers from choosing open venues, the promise of predictability carries practical weight.

For its part, JMIR Publications used the announcement to make a broader argument about the economics of independent scholarly publishing. The publisher stated that it was proud to extend its partnership with ZB MED and echoed the point that open science requires predictable and sustainable conditions to succeed. More pointedly, the publisher argued that for independent, fully open access publishers who have always operated with 100 percent open content, dedicated institutional funding is essential to remain viable alongside legacy publishers whose subscription revenues have historically dwarfed those of open access challengers. By participating in the subscription model, ZB MED is demonstrating, in JMIR’s framing, how institutions can actively preserve independence and diversity in scholarly publishing while providing life sciences researchers with seamless open access. The statement positions the agreement not merely as a procurement decision but as a statement of values about what a healthy, pluralistic publishing ecosystem should look like.

The German context matters here. Germany has been at the center of some of the most high-profile confrontations and negotiations in the open access movement, as consortia and national organizations have pushed large and small publishers alike toward transformative agreements that convert subscription spending into open access publishing support. ZB MED, as the country’s national infrastructure and research hub for life sciences data and information, occupies a strategic position in this landscape. Its digital services support research projects spanning medicine, biodiversity, and environmental protection, and its licensing decisions shape how thousands of German researchers can disseminate their findings. Extending and expanding an unlimited publishing agreement with a prominent independent publisher is consistent with the strategic direction that European research funders and libraries have charted under initiatives such as Plan S, which mandates immediate open access for publicly funded research.

Flat-fee unlimited agreements carry both promise and scrutiny within the scholarly communication community. Advocates point out that they eliminate article-level costs, encourage researchers to publish where the work best fits rather than where fees are lowest, and give libraries budget certainty in place of volatile per-article expenditures. Skeptics and negotiators caution that such deals must be structured carefully to avoid overpaying publishers for output volumes that may fluctuate, and that transparency about pricing is essential. The JMIR–ZB MED renewal illustrates how a mid-sized, fully open access publisher can work with a national information infrastructure to craft terms that both sides describe as sustainable, and the two-year horizon provides an extended window during which participation, publication volumes, and costs can be evaluated ahead of the next negotiation cycle in 2028.

For the researchers whose articles flow through this pipeline, the immediate effect is tangible: corresponding authors at the eight participating institutions can submit their digital health and life sciences work to more than 30 Gold Open Access journals, including the Journal of Medical Internet Research, and publish without any article processing charge, simply by identifying their institution at submission. As all ZB MED members are invited to join in 2027, the number of eligible authors is likely to grow over the life of the agreement. The renewal stands as a concrete example of how institutional commitment, publisher flexibility, and open science principles are converging to reshape how research is shared, one flat-fee agreement at a time.

Beyond the headline terms, the renewal offers a useful window into how transformative agreements are typically structured in practice. In such arrangements, libraries and consortia generally pay a combined fee that bundles reading access with unlimited or capped publishing rights, converting what was once a fragmented set of subscription payments and author-side charges into a single negotiated line item. The zero Article Processing Charge for affiliated corresponding authors is the practical expression of this conversion: the cost of making an article openly available is absorbed upstream by the institution rather than passed to the individual researcher at the moment of submission.

The distinction between Gold open access and other open access routes is also relevant to understanding the agreement’s scope. In Gold open access, the final published version of an article is made freely available on the publisher’s own platform immediately upon publication, typically under a Creative Commons license that permits reuse with attribution. This differs from green open access, in which authors deposit a version of their manuscript in a repository, often after an embargo period. By covering more than 30 Gold open access journals outright, the agreement guarantees immediate, version-of-record openness without embargoes, which aligns with the preferences of many European funders and institutional policies.

The composition of the JMIR portfolio adds another dimension. Journals carrying a Journal Impact Factor, and especially those ranked in the first quartile of their subject categories, are frequently used by hiring, promotion, and funding committees as proxies for research quality. When waiver agreements cover such venues, they help ensure that open access publishing does not force early-career researchers into a perceived trade-off between visibility and accessibility. Twelve first-quartile journals within the covered portfolio means researchers can satisfy funder mandates without stepping outside the metrics-driven incentives that still govern academic careers.

Finally, the two-year term ending December 31, 2028 mirrors the multi-year horizon common to transformative agreements, which are usually negotiated in renewable phases so that cost, output, and usage data can inform each successive round. The invitation to all ZB MED members for 2027 suggests the partners anticipate growth in participation as the model’s performance becomes demonstrable across the German life sciences community.
