Could New Laws Make Social Media Safer for Young People?

States are racing to regulate young people’s use of social media, but a new analysis suggests that the policies being adopted most frequently may be among the least supported by scientific evidence. A research team led by social work researcher Melissa Villodas of George Mason University examined 16 enacted laws across 10 U.S. states and found a striking mismatch between legislative momentum and what research currently indicates about protecting youth mental health online. The study, published in The Journal of Policy Practice and Research, offers one of the first systematic frameworks for comparing state-level social media policies aimed at children and adolescents. Its findings arrive as lawmakers confront rising concern about depression, anxiety, cyberbullying, misinformation, compulsive platform use and the effects of algorithmically curated content on developing minds.

The researchers analyzed laws enacted through November 2024, focusing on the mechanisms each policy used to address potential harms rather than judging individual statutes solely by their political goals. Their review identified three broad policy strategies: limiting young people’s access to social media, reducing their exposure to harmful or addictive features, and building media literacy through education. These approaches reflect different assumptions about how online environments affect mental health. Access restrictions attempt to prevent or delay exposure altogether. Design and advertising regulations seek to make platforms less harmful while allowing participation. Media literacy programs aim to give young people the cognitive and practical tools needed to interpret, manage and critically evaluate digital experiences.

Limiting access was by far the most common legislative strategy. States have adopted or proposed parental consent requirements, age-verification systems, restrictions on internet use in schools and other measures intended to prevent minors from joining or freely using social media platforms. Montana also attempted to ban TikTok, a measure that became one of the most visible examples of a state trying to restrict access to a specific platform. Although these policies are often presented as direct solutions to youth mental-health concerns, the researchers found that evidence for their effectiveness remains limited. A law can make it more difficult for a young person to open an account without necessarily reducing exposure to online content, social pressure or harmful interactions, particularly when minors move to other platforms or find ways around verification systems.

Age verification presents a particularly complex technical and ethical problem. To determine whether a user is a minor, platforms may be required to collect or infer sensitive personal information, potentially including government identification, biometric characteristics, location data or behavioral signals. Each method introduces trade-offs involving privacy, accuracy, security and access. Automated systems can misclassify users, while identity-based systems can create databases containing information that children and families may not want companies or governments to retain. Parental-consent systems also assume that adults have the time, technical ability and willingness to monitor digital activity consistently. The policies may therefore shift responsibility among families, schools, technology companies and the state without establishing whether the resulting barriers actually improve psychological outcomes.

The second policy category focused on reducing harmful exposure while preserving some access to online communication. These measures included restrictions on targeted advertising to minors, limits on potentially addictive platform features and expanded parental controls. Targeted advertising can be especially consequential for young users because digital platforms use detailed behavioral data to predict interests and deliver content designed to maximize engagement. Limiting such practices could reduce commercial pressure and diminish the personalization of material that may reinforce compulsive use or negative self-perceptions. Restrictions on design features, meanwhile, may address mechanisms such as infinite scrolling, persistent notifications, autoplay and recommendation systems that continuously present new content. The evidence supporting these interventions was stronger than that for access restrictions, the researchers found, but it was still mixed and did not establish a universal solution.

The scientific uncertainty reflects the difficulty of isolating social media’s effects from the many other forces shaping adolescent mental health. Young people use platforms differently, encounter different content and bring different levels of vulnerability, social support and family supervision to their online lives. A teenager who uses social media to maintain friendships or find peer support may have a very different experience from one exposed to harassment, appearance-based comparison or content encouraging self-harm. Researchers also distinguish between the amount of time spent online and the quality of the experience. A simple screen-time measure may treat active communication, passive scrolling, educational use and exposure to disturbing material as equivalent, even though their psychological effects could differ substantially. These variations make it difficult to predict how a broad policy will affect the population as a whole.

The least common strategy in the analysis was media literacy education. Only one enacted law examined by the researchers, in Florida, explicitly included this type of approach. Media literacy lessons can cover misinformation, cyberbullying, privacy, online safety, persuasive design and the relationship between social media use and mental health. Their purpose is not necessarily to keep young people offline, but to improve their ability to recognize manipulation, evaluate sources, understand platform incentives and make informed decisions about how they participate. According to the study, existing evidence suggests that media literacy may be especially promising when it presents both the risks and the benefits of social media. A balanced approach can acknowledge that digital platforms also provide friendship, creativity, identity exploration, information and support, rather than treating all online activity as inherently harmful.

Villodas described the study as informed by a “person-in-environment” perspective, a foundational concept in social work that examines how individual experiences are shaped by larger systems. Under this framework, a young person’s mental health is influenced not only by personal characteristics or family relationships but also by schools, communities, commercial technologies and public policy. Social media laws therefore function as part of a broader environment that can either increase or reduce exposure to stressors. The researchers wanted to determine what governments were actually doing in response to concerns about youth mental health, whether those actions were supported by existing research and where additional evidence was needed. Their analysis suggests that policymakers should evaluate digital regulation as an evolving public-health intervention rather than assume that any measure labeled “protective” will produce beneficial outcomes.

The central finding was a policy-evidence disconnect: the most popular approach, limiting access, had the least support from research, while media literacy, which appeared in only one enacted law, showed some of the most encouraging evidence. This does not prove that access restrictions are ineffective in every circumstance, nor does it establish that classroom instruction alone can resolve the mental-health challenges associated with digital platforms. Instead, it highlights the need for policies to be tested against measurable outcomes. Researchers and policymakers will need to ask whether a law changes patterns of use, reduces harmful exposure, improves well-being or simply alters where and how young people access online services. They will also need to monitor unintended consequences, including privacy risks, unequal effects on marginalized youth and the possible loss of online communities that provide meaningful support.

The study’s framework may help states compare future proposals as the evidence develops. Rather than relying on a single intervention, lawmakers could consider combinations of platform accountability, privacy protections, developmentally appropriate design standards, family support and school-based education. Such policies would benefit from transparent evaluation, including research that follows young people over time and distinguishes between different types of online experiences. As states continue to respond to public anxiety about social media, the analysis underscores a crucial scientific lesson: regulating access may be politically visible, but visibility is not the same as effectiveness. Protecting youth mental health will require policies grounded in evidence about how digital environments work, how adolescents actually use them and which interventions improve their lives rather than merely restricting their presence online.
