Urban governments around the world have made bold promises about nature. From London’s national park city designation to Singapore’s city-in-a-garden vision, municipal leaders increasingly frame access to parks, trees, and green space as a core public service, on par with water, sanitation, and transit. A new study published in npj Urban Sustainability argues that these promises deserve the same scrutiny that governments apply to financial accounts, and it proposes a framework for auditing whether claims about urban nature access actually hold up under examination. The research, published in August 2026, arrives at a moment when green infrastructure has become a centerpiece of climate adaptation strategies, yet the evidence behind municipal claims often goes unverified.

The central problem the study identifies is a gap between rhetoric and measurement. City plans routinely assert that a certain percentage of residents live within a short walk of a park, or that tree canopy covers a target share of urban land. These figures shape budgets, win elections, and attract international recognition through programs such as C40, ICLEI, and the UN-Habitat urban monitoring agenda. But the study’s authors point out that the definitions behind such numbers vary enormously from one city to the next. What counts as accessible green space in one municipality may be a gated private courtyard; in another, it may be a pocket park of a few hundred square meters. Without a common audit standard, comparisons between cities, and even progress reports within a single city over time, can be misleading.

The research frames this as a governance issue rather than a purely technical one. When a city reports that ninety percent of its population enjoys adequate nature access, that claim functions as an accountability instrument. It justifies spending on parks, informs zoning decisions, and signals compliance with international frameworks such as the Sustainable Development Goals, particularly SDG 11, which calls for universal access to safe, inclusive, and accessible green and public spaces. If the underlying measurement is flawed, the entire chain of democratic oversight weakens. Residents cannot hold officials to promises that were never precisely defined, and investors in green bonds cannot verify the environmental outcomes they were told their capital would support.

To address this, the study develops an audit-oriented approach modeled loosely on practices from financial accounting and public-sector performance auditing. The framework asks three questions of any urban nature access claim. First, is the claim measurable, with a clearly stated indicator, data source, and threshold? Second, is the measurement method transparent and reproducible, so that an independent party could arrive at the same figure using the same data? Third, is the claim equitable, meaning that it accounts for who actually benefits, rather than averaging across a whole population in ways that hide disparities between wealthy and disadvantaged neighborhoods? The authors argue that a claim passing all three tests can be considered audit-ready, while claims failing any of them should be treated with caution by policymakers and the public.

Technical detail sits at the heart of the framework. The study reviews the measurement landscape that cities currently rely on, including geographic information systems, satellite-derived land cover classifications, street-level imagery, and increasingly, citizen science data collected through mobile applications. Each source carries distinct strengths and failure modes. Satellite land cover products can distinguish vegetation from pavement at moderate resolution but cannot tell whether a green patch is publicly accessible or privately fenced. Street tree inventories capture canopy with precision but exist only where municipalities have funded them. OpenStreetMap offers broad coverage of parks and paths, yet completeness varies by neighborhood, often skewing toward better-mapped affluent areas. The audit framework therefore requires that cities document not just their headline numbers but the provenance and limitations of every dataset feeding into them.

Equity emerges as the dimension most frequently missing from existing claims. The study notes that aggregate statistics can mask stark distributional realities. A city may report high average access to green space while its lowest-income districts, often the hottest and most densely built, fall far below the municipal threshold. The framework recommends that audits disaggregate access metrics by income, race, age, and disability status wherever data permit, and that cities report the gap between best-served and worst-served neighborhoods alongside any citywide average. This mirrors a broader movement in urban analytics toward distributional indicators, but the authors argue that audits give such indicators teeth, because a failed equity test carries reputational and potentially legal consequences for a government that has promised inclusive access.

The timing of the research is significant. Cities are under growing pressure to demonstrate nature-based solutions as part of national climate commitments, and international bodies have called for standardized urban environmental reporting. The UN’s monitoring framework for SDG 11.7, the indicator covering access to public space, has struggled with inconsistent national reporting, and voluntary review processes such as the Voluntary Local Review movement have left cities to design their own evidence bases. In that vacuum, the study suggests, an audit culture borrowed from public accounting could provide the missing layer of credibility. Independent auditors, whether municipal audit offices, academic partners, or civil society organizations, could verify claims before they enter official reports, much as external auditors verify financial statements before publication.

The authors also confront the practical barriers that stand between the framework and adoption. Data capacity varies enormously across cities, particularly in the Global South, where informal settlements may be absent from official maps altogether, making any access calculation systematically incomplete. The study argues that audits must therefore include a data-quality assessment as a first step, flagging where populations or green assets are unrecorded rather than allowing polished figures to imply a completeness that does not exist. Cost is a second barrier, though the authors note that much of the required data, from open satellite imagery to open street networks, is freely available, and that the marginal expense lies in the institutional work of documentation and independent review rather than in technology itself.

Perhaps the most consequential implication of the research concerns green gentrification, the well-documented phenomenon in which new parks and tree plantings raise property values and displace the very residents they were meant to serve. The study suggests that audits of nature access claims should be paired with audits of who remains in the neighborhood over time, so that a city cannot claim credit for delivering green amenity while the intended beneficiaries have been priced out. This links environmental measurement to housing policy and positions the audit framework as part of a wider accountability infrastructure for just sustainability, rather than a narrow exercise in cartographic verification.

The study closes with a call that is likely to resonate well beyond academic circles: treat green access claims the way societies treat any other official statistic, as something that can be wrong, that should be checked, and that carries consequences when it misleads. As cities stake their climate futures on trees, parks, and green corridors, the difference between a well-audited claim and an unaudited one may determine whether urban nature becomes a genuine public good or an attractive line in a sustainability report. The framework offered here gives governments, journalists, and residents a concrete place to start asking not just how green a city is, but how it knows.
