Fisheries managers across the Western Indian Ocean are working with data systems that stakeholders themselves judge to be underperforming, according to a new study in Frontiers in Marine Science. The research, led by Emmanuel K. Mbaru of WorldFish and the Kenya Marine and Fisheries Research Institute, argues that the core problem is not simply a shortage of data collection but a lack of harmonization, leaving policymakers without the timely, comparable evidence needed to steer one of the world's most important tropical fishing regions. The study applies an Integrated Data Harmonization Framework, or IDHF, to three linked tasks: examining the gaps and limitations of existing digital data collection systems in the region, identifying the challenges and potential solutions for harmonizing small-scale fisheries data, and drafting a strategic roadmap for integration at both national and regional levels.

What the researchers found is a system that stakeholders perceive as inadequate. Existing data systems in the region focus predominantly on conventional catch metrics, such as landed weight and species composition, while paying insufficient attention to socio-economic indicators like market value chains, prices, and costs. According to the study, current systems fail to provide the real-time insights necessary to track the exploitation status of stocks or evaluate whether specific management measures are working.

The authors argue that timely, harmonized data is a precondition for evidence-based policy, not an administrative luxury. The study identifies five interlocking categories of obstacle. Technical and methodological inconsistencies make regional comparison unreliable.

Data access and trust issues discourage institutions from sharing what they hold. Resource and capacity deficits leave some agencies unable to maintain modern monitoring systems. Institutional and policy barriers impede cross-border exchange.

Finally, the absence of incentives for data providers means those who collect information often bear the cost while others reap the benefit. The authors therefore propose establishing standardized frameworks and legal protocols for information exchange, so that sharing data becomes a defined, protected, and predictable activity rather than an ad hoc arrangement between institutions. Strengthening technical and financial capacity forms another element of the proposed roadmap.

It also advocates integrating community-based monitoring into the formal data stream, giving fishing communities a direct stake in the information system that governs their resources. Digital tools feature prominently in the proposed path forward. By leveraging digital technologies to streamline data flow, the roadmap aims to move the region toward standardized data-sharing guidelines that can support more timely assessment.

The ultimate aim, the authors write, is to foster institutional collaboration and improve decision-making so that fishery resources across the Western Indian Ocean remain sustainable over the long term. The roadmap they present is strategic rather than a completed implementation: it lays out steps toward standardized data-sharing guidelines, standardized catch sampling, and digital monitoring, but the study does not report that these measures have yet been adopted or that outcomes have been measured. Its contribution is the diagnosis and the plan, grounded in stakeholder assessment of how current systems perform.
