A new analysis of twenty-four OECD countries finds that green investment and environmental taxation significantly reduce carbon emissions, while green innovation is associated with an unexpected increase in pollution. The study, published in Discover Sustainability, examined panel data spanning 2001 to 2023. The authors, Natasha Hazarika, Haripriya Dutta and Ujjal Protim Dutta, set out to test how the instruments most often promoted for reconciling economic growth with sustainability relate to environmental quality in practice.

The research sits within the growing focus on green growth instruments, which has intensified since the turn of the century as governments have sought tools that make continued economic development compatible with environmental protection. Green innovation, green investment and environmental taxation have been among the most prominent of these instruments, and the study evaluates their determinants of environmental quality across the sampled OECD economies.

Methodologically, the researchers employed second-generation panel data methods that account for cross-sectional dependence, the statistical interdependence among countries in a panel. Their toolkit included the cross-sectionally augmented autoregressive distributed lag approach, known as CS-ARDL, alongside the fully modified and dynamic least squares methods, FMOLS and DOLS. To examine how the estimated effects vary across the emissions distribution, they added panel quantile regression.

The central result is that green investment and environmental taxation each contribute significantly to lowering carbon emissions across the sampled countries. These two fiscal and investment instruments emerge as the effective levers in the dataset, in contrast to innovation activity, which did not translate into reduced emissions in this sample.

The quantile analysis adds an important nuance to this picture. The strongest emission-abating effects of both green investment and environmental taxation appear in the highest-emitting countries, indicating that the policy levers bite hardest where the pollution burden is greatest.

Green innovation, by contrast, showed a positive association with carbon emissions, meaning that countries with more green innovation activity did not exhibit lower emissions in this sample. The study flags this counterintuitive pattern as pointing to the need for a comprehensive assessment of two mechanisms: the rebound effect and the invention-diffusion gap.

The authors do not treat the innovation finding as a verdict on green technology itself. Rather, they present it as evidence that the relationship between green innovation and environmental quality requires closer scrutiny of how new technologies interact with consumption behaviour and with the pace at which inventions spread through economies, before innovation can be counted among the instruments that reliably deliver cleaner outcomes.

On the basis of these findings, the authors recommend policy mixes rather than single instruments. They argue for diversifying green investment and for maximising the internalisation of environmental externalities through taxation, so that polluters face the social cost of emissions. Because the analysis covers OECD economies over a specific period and relies on aggregate national indicators, the results speak to these countries and timeframe. Within that scope, the study adds empirical weight to the view that fiscal and investment instruments, working together, can make sustainability compatible with continued economic development.
