SKKU’s Graduate School of Business (SKK GSB) has led a groundbreaking study revealing that “aid fragmentation” can make corruption worse in developing countries. The research, led by Professor Travers B. Child, is reported as the first to connect granular, district-level patterns of foreign aid with local corruption outcomes using micro-level data.

Aid fragmentation describes what happens when many international aid agencies operate in the same region at the same time, each running separate projects. While policymakers have long worried that this overlap weakens aid effectiveness, the new study shows—statistically—that fragmentation can also weaken safeguards against wrongdoing.

To test the link, the team combined detailed information on more than 30,000 aid projects across 330 districts in Afghanistan with large-scale household survey data collected by NATO. The analysis isolates how the concentration and timing of aid delivery affect accountability and the incentives that shape misuse of funds.

Results indicate a clear baseline: when support is concentrated among fewer agencies, corruption falls significantly. But when too many agencies crowd into the same areas, gaps in mutual oversight and diluted accountability can transform aid spending into a new channel for corruption.

Crucially, the study finds the impact depends entirely on two variables: the volume of aid and the project type. When the amount of aid is moderate, multiple agencies working together can yield beneficial spillovers, potentially sharing expertise and improving coordination.

That apparent upside flips when funding becomes overwhelming. Under high inflows, fragmentation’s negative effects intensify, and corruption rises sharply—suggesting that administrative systems may be unable to absorb excessive complexity.

The researchers also pinpoint where corruption concentrates. It occurs far more often in highly visible “physical infrastructure” projects—such as roads, bridges, and supply delivery—than in less tangible services like education or welfare.

The findings were formally published in the May 2026 issue of The Review of Economics and Statistics (REStat), a leading economics journal.
