Participation in China’s emissions trading scheme is associated with lower carbon-emission intensity and improvements across several pollution indicators in a study of cities, researchers report. The analysis found that the scheme also raises a combined index of carbon and pollution reduction, suggesting that trading carbon allowances produced broader environmental gains when assessed across the full process rather than through carbon emissions alone. The study examined carbon and pollution reduction as an integrated system.

Its reported outcomes included carbon-emission intensity, industrial sulfur dioxide intensity, PM2.5 levels, industrial wastewater discharge and the overall utilization of industrial solid waste. According to the researchers, emissions trading participation decreased the first four indicators and increased the utilization measure. The supplied study abstract does not specify the number of cities, the study period or the precise definition and measurement of the industrial solid-waste indicator.

Scheme participation increased the index by 0.034, representing an improvement of approximately 3.9% relative to the sample mean. The model also estimated a 0.040 decline in the logarithm of carbon-emission intensity, which the authors describe as corresponding to roughly a 3.9% reduction in carbon intensity. These are model-based estimates from the city-level analysis, not measurements of changes in China’s total national emissions.

Researchers tested the stability of the benchmark results with endogeneity tests and a series of robustness checks. Their mechanism analysis identified three routes through which the scheme could strengthen coordination between carbon reduction and pollution control: dual-pillar policy synergy, resource allocation using data elements, and convergence in differences in green technology. The analysis links the estimated broader effect to these mechanisms without claiming that every participating city or every pollutant responds in the same way.

The results also varied across urban settings. The emissions trading scheme had a stronger synergistic effect in resource-rich and energy-supplying cities. Its contribution to improving coordination between carbon and pollution reduction also differed with the level of marketization, indicating heterogeneity rather than a uniform response across cities.

Although the study supports the conclusion that full-process control can help emissions trading promote combined reductions in carbon emissions and pollution, the abstract does not provide uncertainty intervals for the headline estimates or enough methodological detail to assess how widely the findings can be generalized.
