A new study in npj Urban Sustainability reports that adaptation planning across the United States can either build trust or deepen divides—depending on how communities’ identities and perspectives are recognized. Drawing on evidence from 25 cities, the research by Cannon, Chu, Natekal and colleagues suggests that “recognitional justice” should be treated as a core planning requirement, not a late-stage communication step.

The authors define recognitional justice as the fair acknowledgment of who is affected by climate hazards and whose knowledge, history, and priorities shape decisions. Their analysis highlights that adaptation policies often prioritize technical risk assessments while overlooking social dynamics, creating outcomes that feel predetermined to some residents.

Using a comparative approach, the study examines how cities incorporate community input into land-use changes, heat mitigation strategies, flood preparedness, and emergency operations. In places where local groups had meaningful influence—rather than token consultation—the researchers found clearer alignment between interventions and lived experiences.

Technically, the paper emphasizes procedural design: who sits at the table, how agendas are set, and whether feedback loops lead to measurable plan revisions. It also points to representational practices, such as funding mechanisms that enable community organizations to participate over multiple planning cycles, not just one-off workshops.

The findings also connect recognitional justice to measurable implementation differences. When residents perceive that planners understand local vulnerabilities—such as language barriers, mobility constraints, or culturally specific exposure risks—adaptation measures tend to achieve higher adoption and smoother rollout.

The study notes that adaptation planning is frequently framed as a resource-allocation problem, but the authors argue it is equally an epistemic problem: whose expertise counts. In several cities, technical agencies relied heavily on external models without pairing them with community-based observations, reducing legitimacy even when projections were accurate.

A particularly urgent theme is how historical inequities shape current hazard exposure. The research suggests that planners must account for patterns of disinvestment that affect drainage infrastructure, housing conditions, and access to cooling or transportation during emergencies.

For policymakers, the message is direct: adaptation governance should embed recognition into standard planning workflows. That includes transparent decision-making, targeted capacity-building, and explicit justification of why certain community claims are adopted—or not.

Overall, the study positions recognitional justice as a practical pathway to more resilient cities. When recognition and accountability are built into adaptation planning, communities are more likely to support interventions, reducing conflict while strengthening preparedness.
