The U.S. Department of Energy’s Oak Ridge National Laboratory (ORNL) has teamed up with fusion-focused venture capital and consulting firm Rutherford Energy Ventures LP (REV) to launch a new public-private partnership model aimed at building shared fusion testbed infrastructure. The initiative, called the Fusion Upscaled Leveraged Consortia for Rapid Acceleration (FULCRA), is designed to close critical gaps identified in the DOE’s Fusion Science and Technology Roadmap—especially the lack of end-to-end facilities needed to validate commercial-ready technologies.

Fusion developers face a familiar bottleneck: proving subsystems that must survive harsh reactor environments is expensive and infrastructure-heavy. ORNL notes that no single institution can realistically fund and integrate the specialized testing required to validate key components—such as plasma-facing materials, reactor shielding and fuel-breeding blanket systems, and reactor-compatible sensors and control electronics—at the scale industry needs.

FULCRA’s core idea is to pool federal scientific capabilities with private investment, creating “Fulcrum” test facilities at national laboratories. These shared platforms are intended to turn decades of foundational fusion research into practical, component-level engineering validation, lowering risk and accelerating the journey from lab concepts to validated systems.

ORNL brings deep expertise across fusion science, materials, and neutron science, along with an established partnership network and unique experimental capabilities. REV contributes technical fusion knowledge and experience in capital formation and ecosystem development—supporting the financial and organizational structures needed to sustain long-term testing and collaboration.

The partnership is framed as a two-phase effort spanning 18 months. In the first phase, REV will conduct a collaborative assessment of ORNL’s fusion-relevant infrastructure and active programs across three technology domains: fusion-enabling technologies, fusion blankets for shielding and fuel breeding, and a neutron source capable of reaching fusion-level neutron energies.

That phase will also evaluate ORNL’s partnership framework while engaging the private sector to map industry needs and investor interest. The goal is to ensure the eventual testbed design aligns with what commercialization teams actually require.

In the second phase, the team will select and develop a technical blueprint, financial framework, and operating model for a pilot Fulcrum at ORNL. The resulting facility is intended to be shared-use—high impact for commercial partners—enabling cost-effective development of validated components rather than isolated proof-of-concept experiments.

As the pilot matures, lessons learned will be used to create a replicable template for additional Fulcra across ORNL and potentially other national laboratories. By de-risking critical subsystem validation, strengthening the fusion workforce pipeline, and improving access to world-class testing, FULCRA aims to speed fusion energy commercialization.
