Prof. Theodore Tulchinsky, professor emeritus at the Hebrew University of Jerusalem, has been named the recipient of the American Public Health Association's 2026 Victor Sidel and Barry Levy Award for Peace. The honor recognizes his decades of work promoting cooperation between Israeli and Palestinian health authorities, advancing disease prevention, and training healthcare professionals across multiple continents. The announcement, made by the Hebrew University of Jerusalem, positions Tulchinsky among public health figures whose careers demonstrate that medicine and disease control can serve as instruments of dialogue even in politically fractured regions.

The Victor Sidel and Barry Levy Award for Peace is named for two former presidents of the American Public Health Association who devoted much of their careers to raising awareness of the health consequences of war and the importance of peace. According to the award's stated purpose, it honors public health professionals whose work advances international understanding and cooperation, with particular attention to contributions that prevent conflict and promote peace through public health practice. In selecting Tulchinsky, the association highlighted the role healthcare professionals can play in building cooperation and addressing shared health challenges across political and national boundaries.

Tulchinsky's regional credentials are rooted in senior governmental service. He served as a public health director at Israel's Ministry of Health and, in that capacity, supervised health services in the West Bank and Gaza. During this period he worked to establish professional connections between Israeli and Palestinian researchers, healthcare workers, and health authorities.

These collaborations, the university's announcement notes, contributed to improvements in maternal and child health and supported vaccination campaigns aimed at eliminating polio and measles in Gaza. The technical logic underlying that work reflects a central principle of infectious disease control: pathogens do not recognize borders. Maternal and child health formed another pillar of the cross-border collaborations described in the announcement.

Beyond the Middle East, Tulchinsky has played a substantial role in strengthening public health education internationally. As an educator and mentor, he has guided students and healthcare professionals across the Americas, Asia, and Africa, contributing to the development of a new generation of public health leaders. Within Israel itself, Tulchinsky founded the country's first bachelor's degree program in public health at Ashkelon Academic College.

The significance of this initiative lies in the structure of the profession: public health education has traditionally been associated with postgraduate study, meaning that students generally encountered the field only after completing degrees in medicine or other disciplines. By creating an undergraduate entry point, the program expanded opportunities for students to enter public health careers directly, broadening the pipeline of trained professionals available to Israel's health system. Throughout his career, Tulchinsky has been described as demonstrating how public health initiatives can bring communities together even in regions affected by sustained political tension.

The award citation emphasizes that his recognition underscores the importance of public health not only in preventing disease and improving healthcare outcomes, but also in fostering dialogue, building professional partnerships, and promoting cooperation across borders. The American Public Health Association, which confers the award, is a professional organization whose honors program recognizes individuals who have made outstanding contributions to preventing conflict and promoting international peace, particularly through their work in public health. The 2026 award to Tulchinsky follows that tradition, honoring a body of work that spans government service, academic leadership, and international capacity building.

The announcement was published by the Hebrew University of Jerusalem as a grant and award notice dated 26 October 2026. Tulchinsky's career, as summarized in the award announcement, illustrates the premise that protecting communities from shared health threats requires cooperation, shared knowledge, and coordinated action, and that the professionals who build those systems can contribute meaningfully to broader peace-building efforts.
