Global Tensions Spur Major EU Move to Expand International Scientific Collaboration

In an ambitious stride toward enhancing the fabric of global scientific cooperation, a new phase of international dialogue is set to unfold between 2026 and 2029. This initiative seeks to broaden not only the geographic scope but also the thematic depth of conversations originally started with 57 primarily European nations. Aimed at fortifying trust and mutual understanding among scientific communities worldwide, this ambitious program will develop actionable guidance, sophisticated tools, and comprehensive frameworks to facilitate more equitable and efficient collaborations across borders.

At the core of this expansion is the recognition that global scientific challenges demand knowledge exchange and concerted efforts that transcend national limitations. The upcoming years will witness a series of high-level workshops and consultations held across key regions including Latin America, Africa, and Asia, as well as virtual platforms. These discussions are meticulously designed to capture diverse regional perspectives and cultural contexts, ultimately fostering a nuanced understanding of the principles and values integral to international research and innovation partnerships.

This phase culminates in a landmark global ministerial meeting intended to formalize a declaration that will embody collective commitments to the ethics and practices governing scientific and innovation collaboration worldwide. The declaration aims to be a touchstone for policymakers, researchers, and institutions, setting a shared agenda that supports transparency, fairness, and inclusivity in global science.

Spearheading this initiative is the International Science Council (ISC), serving as the secretariat, with funding secured through the European Union’s Horizon Europe programme. ISC’s role is pivotal; as a globally recognized body uniting 250 scientific organizations across disciplines and continents, it stands uniquely positioned to orchestrate this multinational effort toward coherent and sustained scientific dialogue.

The urgency behind this initiative cannot be overstated. As geopolitical tensions intensify, disparities in access to scientific resources widen, and concerns about research security surface, the need for a stable foundation of shared values and principles becomes ever more pressing. Trust and fairness in collaboration become the linchpins that enable the scientific community to collectively address global issues such as climate change, pandemics, and technological ethics.

Peter Gluckman, ISC President, underscored this reality, emphasizing that “global challenges require global knowledge,” and this knowledge fundamentally depends on collaboration that is driven by trust and mutual accountability. Such collaboration ensures that the fruits of science are not confined by borders or political interests but are shared equitably to address humanity’s most pressing problems.

This initiative is not merely theoretical but practical in its application. It anticipates producing guidelines, operational frameworks, and effective tools tailored to the modern complexities that characterize international scientific cooperation. These resources are expected to guide researchers and institutions in navigating challenges, from intellectual property disputes to divergent regulatory landscapes and ethical standards.

The European Commission’s Directorate-General for Research and Innovation (DG RTD) plays a strategic role in this ecosystem, leveraging its leadership in the European Research Area and the Horizon Europe programme to support this visionary global endeavor. DG RTD’s Global Approach to Research and Innovation embodies a philosophy of openness and reciprocity, further echoing the initiative’s values of balanced and interest-aligned partnership.

This multi-regional dialogue also seeks to ease the frictions caused by uneven scientific capabilities and resource distribution. By fostering inclusivity and shared governance mechanisms, it aspires to democratize access to scientific infrastructure and data, enhancing the global research ecosystem’s resilience and creative potential.

The approaches to this initiative are multidisciplinary, recognizing that the scientific challenges of the 21st century are inherently interconnected and complex. Collaboration will span natural sciences, social sciences, and technology policy, integrating perspectives to create comprehensive, cross-sectoral research agendas that respond to global needs.

Looking forward, this expansion phase aspires to transform the landscape of international scientific collaboration fundamentally. It promises to not only strengthen diplomatic ties through science but to embed science deeply within the global governance framework as an engine for sustainable development and peace.

By fostering a robust, ethical foundation for collaboration, this project hopes to inspire an international scientific renaissance characterized by innovation ecosystems that are resilient, equitable, and capable of addressing challenges that no single nation can solve in isolation.

Ultimately, this initiative embodies a visionary blueprint for the future of science on the world stage—grounded in shared values, mutual respect, and common responsibility, aspiring to show how science can serve as a bridge between societies, fostering progress, understanding, and global solidarity.
