Shark-finning regulations were introduced to end one of the most wasteful practices in modern fisheries: cutting off a shark’s fins and discarding the body at sea. A new study published in Nature Communications shows that these rules are doing more than changing how sharks are handled on fishing vessels. They are also reorganizing the international trade network that moves shark fins from fishing grounds to markets, creating new routes, intermediaries and regulatory challenges that could determine whether conservation policies succeed or simply redirect the trade.

Finning became a global conservation concern because shark fins are valuable while shark meat is often worth far less. In a typical finning operation, fins are removed and the carcass is thrown overboard, leaving the animal unable to swim. The practice also makes it difficult to identify which species were caught and how many animals were killed. In response, governments and regional fisheries organizations have introduced measures ranging from bans on finning at sea to requirements that sharks be landed with their fins naturally attached. These policies are intended to improve enforcement and reduce incentives for wasteful killing.

The study by Burns, Orofino, Wang and colleagues examines what happens after such regulations enter force. Rather than treating shark-finning laws as isolated national decisions, the researchers analyze them as interventions in a highly interconnected commercial system. Shark products are traded through a network of fishing nations, processing centers, re-exporting countries and consumer markets. A change in one part of that network can influence where products are landed, which ports handle them and how trade is recorded, even when the total demand for fins remains strong.

This network perspective is crucial because shark fins are not always traded directly from the country where sharks are caught to the country where they are consumed. Products can pass through several jurisdictions, sometimes undergoing processing or being combined with other shipments before reaching their final destination. Trade statistics may therefore record the location of an export or re-export rather than the location where the animals were harvested. The result is a supply chain in which the visible movement of fins can change without an equivalent change in fishing pressure.

The researchers’ central finding is that regulation can produce detectable shifts in trade patterns. When countries adopt stricter finning controls, commercial activity may move toward alternative ports or trading partners with fewer restrictions. Such changes do not automatically prove that illegal behavior is occurring, but they reveal where enforcement pressure and market incentives interact. The study highlights the possibility of “regulatory displacement,” in which a rule reduces harmful activity in one jurisdiction while encouraging trade to be routed through another.

That displacement is especially difficult to detect because shark products are often traded in processed forms. Once fins are dried, trimmed or mixed into consignments, identifying the species and geographic origin becomes technically challenging. Genetic testing, chemical tracers and detailed catch documentation can help, but these tools are not consistently available at every port. In addition, international trade databases frequently group products into broad customs categories, limiting the ability of scientists and authorities to distinguish shark fins from other elasmobranch products or to identify individual species.

The paper also underscores a fundamental difference between controlling finning and controlling shark mortality. A ban on removing fins at sea can improve animal-welfare conditions and reduce waste, but it does not necessarily prevent sharks from being caught, landed and sold. If fishing fleets can legally retain whole sharks and later remove the fins on land, the same market demand may continue under a different logistical arrangement. Effective conservation therefore requires finning regulations to be combined with catch limits, species protections, traceability requirements and controls on international trade.

The implications extend beyond sharks. The study offers a broader lesson about environmental regulation in a globalized economy: policies must be evaluated across entire supply chains rather than within political borders alone. A country may report success because fewer fins leave its ports, while the international market remains supplied through a neighboring state or a distant processing hub. Monitoring trade networks can reveal these hidden connections and help policymakers target inspections, documentation systems and cooperation where they are most needed.

For consumers, the research adds urgency to calls for transparent seafood labeling and responsible sourcing. Shark fins can be difficult to identify once processed, and labels may not reveal the species, fishing method or capture location. Stronger traceability could connect a finished product to a verified catch record, allowing authorities and buyers to distinguish legally managed fisheries from products associated with overexploitation or illegal finning. Without that information, even well-designed regulations may struggle to influence the market signals that drive shark fishing.

The authors’ analysis arrives as shark populations face pressure from overfishing, habitat degradation and the slow reproductive biology of many species. Sharks generally mature late and produce relatively few offspring, meaning populations can take decades to recover after depletion. The study suggests that the next generation of conservation policies must anticipate how traders and fleets adapt to new rules. Closing one route is not enough if demand, weak monitoring and fragmented governance keep the wider network open. The real test of shark-finning regulation will be whether it reduces the number of sharks killed—not merely where their fins are recorded as having traveled.
