National Harbor, Md. (July 25, 2026) — In 2021, the U.S. Food and Drug Administration (FDA) launched voluntary Phase I sodium reduction targets to spur manufacturers to lower sodium in packaged foods by 2024. A new analysis suggests the initiative had little effect on product reformulation and, in some categories, may have coincided with higher sodium levels.

Researchers compared sodium content listed on U.S. Nutrition Facts labels for newly introduced products spanning 2015–2025—covering six years before and four years after the guidance. The study focused on nine major sodium-contributing food categories: breads and bread products, pizzas, sandwiches and wraps, meat products, corn-based snacks, potato snacks, popcorn, dry soups, and wet soups.

Across all nine categories combined, average sodium content did not differ between products introduced before versus after the 2021 voluntary targets. Importantly, the lack of improvement was not limited to neutral outcomes: sodium levels increased after 2021 in four categories, including dry soups, popcorn, bread and bread products, and corn-based snacks.

These findings are consistent with a broader policy question: whether non-binding targets translate into measurable changes in commercial product development. “Our findings suggest that sodium content in newly introduced products did not decrease across nine packaged food categories… and even increased in four categories,” said Kenny Kusnadi, MSPH, first author of the study.

Kusnadi noted that the results imply manufacturers may not be integrating sodium targets into innovation pipelines. From a public health standpoint, this matters because excess sodium intake is strongly linked to hypertension and elevates risk for stroke, heart attacks, and heart failure.

The study uses the Mintel Global New Product Database to identify newly introduced items in U.S. retail channels, including products with formulation or packaging changes. While the method is well-suited for assessing market trends, it does not capture all products on shelves or measure individual sodium intake.

“This adds to evidence that voluntary, non-binding targets are a less effective approach to meaningfully reduce the sodium content of the food supply,” said Matti Marklund, PhD, senior author. He argues that stronger accountability—potentially mandatory targets with financial consequences—may be required.

Kusnadi will present the research at NUTRITION 2026 (July 25–28) during the Global Perspectives on Micronutrient Status, Nutritional Deficiencies, and Health Outcomes Oral Session. The authors emphasize the findings are preliminary until peer-reviewed publication.
