A systematic literature review finds that research on decision-making in construction logistics remains fragmented across three dimensions: stakeholder integration, the use of data in decision-support systems, and lean–green optimisation. The analysis selected 60 articles from 321 publications identified between 2015 and 2025 and found that these dimensions are generally addressed in isolation. The review focuses on logistics because of its central position within construction supply chains and the complexity of the trade-offs involved in logistics decisions.

Decisions must reconcile operational, environmental and organisational constraints that are often interdependent, while also reflecting the involvement of a wide range of stakeholders. Stakeholder integration constitutes the first dimension of the proposed conceptual framework. The literature reviewed indicates that stakeholder integration has usually been treated separately from work on information systems and lean–green optimisation rather than being incorporated into a shared decision-making structure.

The second dimension focuses on the use of data in decision-support systems. The review identifies opportunities to connect data used in construction logistics with lean–green optimisation, but reports that these connections remain scattered across separate studies. The proposed framework therefore places data use alongside stakeholder integration and optimisation approaches, reflecting the review’s finding that informational, organisational and operational factors need to be considered together in a common theoretical perspective.

The authors propose linking lean and green optimisation more closely to stakeholder integration and data-driven decision support within construction logistics.
