A cross-sectional evaluation in Robe Town and its rural hinterland in Ethiopia’s Bale Zone found partial progress in agricultural modernization and basic connectivity, alongside low use of electricity for productive purposes and limited mobile-internet access. The study examined the implementation and outcomes of rural–urban linkage policies through an evaluative framework covering effectiveness, efficiency, equity and sustainability. It did not include a controlled comparison, so its results provide a local assessment rather than evidence that a particular policy caused the observed conditions.
Researchers used a cross-sectional design that combined a survey of 260 rural households selected through stratified random sampling with quantitative information from 67 urban traders. Focus group discussions and key-informant interviews added qualitative insights into policy implementation. The study’s geographic scope was Robe Town and the surrounding rural areas of Southeast Ethiopia, with the findings intended to assess how national frameworks, including Ethiopia’s Agricultural Development-Led Industrialization strategy, were being implemented locally.
However, the study reported a marked difference between infrastructure availability and productive use: only 4.2% of households used electricity for productive purposes, and just 5.3% had access to mobile internet. These findings show uneven utilization of services that could support agricultural modernization and local economic activity, rather than demonstrating a direct policy effect on household livelihoods. Qualitative evidence from focus groups and key-informant interviews identified inadequate infrastructure, limited institutional coordination and uneven resource distribution as constraints on policy outcomes.
The authors’ analysis found that national strategies advocating rural–urban integration did not automatically produce strong local results when infrastructure and coordination remained insufficient. The evaluation also assessed equity and sustainability, finding that the benefits of available infrastructure were not distributed evenly or consistently translated into productive activity. Overall, the study characterizes rural–urban linkages in the Robe area as strengthening in selected dimensions while remaining incomplete.
The results suggest that infrastructure expansion alone may not be sufficient to support sustainable local transformation: productive use of electricity, improved institutional coordination and more inclusive access to digital systems are also important areas for attention. Because the research was cross-sectional, limited to one town and its hinterland and based on survey and qualitative evidence rather than a controlled intervention, it cannot establish the causal contribution of specific policies or determine whether the reported patterns would persist over time.
