Legal mismatch hampers green corridors in China’s Gan River Basin

A spatial-legal diagnosis of China’s Gan River Basin identifies a core obstacle to green corridor implementation: ecological fragmentation is being measured with dynamic tools, while the policies intended to stop fragmentation and restore connectivity remain comparatively fixed. The study synthesised ecological datasets covering 2000–2020 with policy documents issued from 2010 to 2025 in the rapidly urbanising basin.

The analysis found that habitat fragmentation increased substantially during the ecological-data period, with patch density rising by 76.78%. This change points to a growing need for connected habitat, but the study reports that the emerging pattern is not matched by legally enforceable measures designed to prevent fragmentation. The mismatch is described as a fundamental spatial-legal disconnect between ecological conditions on the ground and the legal mechanisms available to govern them.

According to the researchers, provincial policies in the basin tend to prioritise economic development over ecological corridors. Corridor science, including the use of minimum-width thresholds to guide restoration or protection, is also not consistently connected to binding zoning instruments. As a result, principles of connectivity may be recognised in research or policy discussions without being translated into enforceable rules, defined areas or coordinated action.

The diagnosis does not report a field trial of green corridors or measure a direct effect of a new legal framework. Instead, it evaluates governance conditions by combining spatial ecological evidence with policy analysis. The authors argue that the findings reveal inadequacies created when changing ecological metrics must operate through rigid legal structures. The scope is the Gan River Basin, but the proposed implications extend to other rapidly developing watersheds facing similar coordination challenges.

To close the gap, the study recommends an adaptive governance framework with three components: legally defined corridor zones, ecological easements and cross-sectoral oversight. These measures would aim to turn the general goal of ecological connectivity into actionable governance instruments. The study presents this framework as a policy direction rather than a demonstrated intervention, and its effectiveness would need to be assessed if implemented.
