For more than two decades, the European Union has treated critical raw materials primarily as a supply problem. As demand for lithium, cobalt, nickel, rare earth elements, copper, and other minerals has accelerated alongside renewable energy, electric vehicles, digital technologies, and defense systems, EU policy has concentrated on securing access to these resources. A new analysis by researchers at the Helmholtz Centre for Environmental Research shows how that focus became politically dominant—and why proposals to reduce demand for raw materials have struggled to gain influence, even as ecological limits become increasingly difficult to ignore.
The study, published in Communications Earth & Environment, traces the evolution of EU raw materials policy from 2000 to 2024, including the period leading up to the Critical Raw Materials Act, which entered into force in 2024. Researchers examined more than 180 publicly available documents, including policy strategies, position papers, press releases, and fact sheets produced by governments, European institutions, industry groups, scientists, and nongovernmental organizations. Rather than simply counting how often particular words appeared, the team carried out a qualitative analysis, coding passages according to categories such as problem definitions, proposed solutions, political priorities, and interpretations of major events.
This approach allowed the researchers to study policy as a contest between narratives. In political decision-making, a narrative is more than a slogan: it is a framework that explains what the problem is, who or what is responsible, and which solutions appear reasonable. Narratives can make some actions seem urgent and practical while pushing others outside the boundaries of political possibility. “Narratives define what is politically plausible and which proposals are regarded as unrealistic,” says Professor Sina Leipold, a political scientist at the UFZ and co-author of the study. In the case of raw materials, the dominant story repeatedly framed mineral shortages as a threat to European industry, economic growth, and geopolitical security.
At the beginning of the period examined, the central narrative was corporate competitiveness. European access to minerals and metals was presented as essential for maintaining industrial strength in an increasingly globalized economy. The financial crisis of 2007 and 2008 then helped reshape the debate, while the 2015 Paris Climate Agreement introduced a stronger environmental dimension. During this phase, the EU increasingly portrayed itself as a pioneer in global environmental protection. Yet the environmental narrative did not fundamentally displace the supply-oriented approach. Instead, it was incorporated into a broader argument that Europe needed reliable access to raw materials in order to lead the transition to clean energy.
The political meaning of raw materials shifted again after the COVID-19 pandemic, Russia’s invasion of Ukraine, and the energy crisis. These events exposed vulnerabilities in global supply chains and intensified concerns about Europe’s dependence on foreign suppliers. The resulting narrative of “strategic autonomy” argued that the EU should become less dependent on other countries for minerals and metals considered critical to the economy, energy systems, and security. Strategic autonomy can involve diversifying imports, increasing domestic mining and processing, building recycling capacity, and forming partnerships with producer countries. However, across these different policy phases, one principle remained remarkably stable: security of supply had to be guaranteed.
According to the researchers, this continuity helps explain why demand reduction remained marginal. Sufficiency policies—measures designed to limit the need for materials through lower consumption, longer product lifetimes, smaller vehicles, restrained infrastructure expansion, repair, reuse, and more selective deployment of technologies—were repeatedly discussed but rarely became central to EU policy. Even when scientific studies warned that extracting more minerals could intensify biodiversity loss, water stress, pollution, greenhouse gas emissions, and social conflict, the dominant interpretation continued to define the problem as insufficient supply rather than excessive demand.
This framing has important technical consequences. Renewable energy technologies and electric transport can reduce dependence on fossil fuels, but they do not eliminate resource requirements. Solar panels, wind turbines, batteries, transmission networks, and digital infrastructure depend on combinations of copper, lithium, nickel, cobalt, graphite, rare earth elements, and other materials. If policy responds mainly by expanding extraction, the energy transition can transfer pressure from the climate system to landscapes, ecosystems, communities, and global mining regions. Demand-side strategies could reduce that pressure by improving material efficiency, increasing recycling, designing products for disassembly, extending the life of batteries and devices, and matching technological deployment to realistic levels of consumption.
The UFZ analysis also found that competing narratives gained far less influence. Critics of neo-extractivism argued that Europe’s prosperity depends on the extraction and export of natural resources from the Global South, while environmental damage and social costs are displaced to producer regions. A related resource-justice narrative called for the fairer and more sustainable distribution of minerals, along with greater recognition of the rights and interests of communities affected by mining. These ideas were promoted mainly by NGOs and environmental policy actors, but they did not become the organizing principles of EU raw materials policy. Some sustainability concerns entered the mainstream through measures such as the EU Battery Regulation and the Conflict Minerals Regulation, yet they did not overturn the supply-security framework.
The study suggests that narratives become powerful when they absorb selected arguments from their opponents without surrendering their central logic. For example, sustainability can be presented as a way to strengthen Europe’s industrial competitiveness, while recycling can be promoted as a tool for reducing import dependence rather than as a strategy for lowering total material consumption. Agenda-setting also matters. The actor that defines an issue first can shape how every later participant responds. Industry groups initially placed supply security and competitiveness at the center of the debate, and policy-makers—including actors within the European Commission—later adopted much of that framing. Once the issue had been defined as a race to secure resources, proposals focused on consuming less appeared less realistic or less politically urgent.
Scientific warnings about planetary boundaries consequently had limited impact during negotiations surrounding the Critical Raw Materials Act. Researchers who called for lower overall material consumption or prudent use of minerals represented only a small part of the policy conversation, and their recommendations did not become binding priorities. The authors argue that scientists seeking influence in such debates may need to engage more directly with political institutions and communicate not only environmental risks but also concrete pathways for implementing demand reduction. Future counter-narratives could connect circular economy principles with conflicts around mining within Europe, emphasizing local supply chains, repair and reuse, sufficiency, social participation, and ecological limits. Redefining autonomy in this way would mean not simply securing more materials, but reducing Europe’s dependence on ever-increasing extraction before resource demand creates a crisis that supply expansion cannot solve.
