The path to a cleaner energy future may run not through more data or more alarming climate projections, but through moral language that makes people actually stop and think. That is the central implication of a new pair of experiments by communication researchers Alexandrea Matthews of Towson University and Jay D. Hmielowski of the University of Florida, published open access in the Journal of Environmental Studies and Sciences. Their study set out to answer a deceptively simple question: why do morally framed messages work when it comes to persuading people about green energy, and does the answer depend on whether the audience leans liberal or conservative? The findings offer a partially affirmative and nuance-rich verdict, and they carry practical weight for anyone trying to build bipartisan support for renewable energy in a politically fragmented country.

The theoretical engine of the study is a marriage of two well-established frameworks. The first is the Elaboration Likelihood Model, or ELM, the classic dual-process account of persuasion developed by Richard Petty and John Cacioppo in the 1980s. According to the ELM, persuasive messages can be processed through two routes. The central route involves careful, effortful thinking about issue-relevant information, a cognitive state the researchers call elaboration. The peripheral route relies on mental shortcuts and superficial cues. Crucially, the model holds that attitudes formed through the central route tend to be stronger, more persistent over time, and more resistant to counter-persuasion than those formed peripherally. The second framework is Moral Foundations Theory, which proposes that human moral judgment rests on a small set of universally recognized foundations: care/harm and fairness/reciprocity, labeled individualizing morals because they protect individuals, and loyalty/betrayal, authority/subversion, and sanctity/degradation, labeled binding morals because they bind people into groups and institutions. Decades of research suggest liberals build their moral worldview primarily on the individualizing foundations, while conservatives draw on all five, including the binding ones.

The researchers’ insight was to connect these frameworks at a point where they had rarely been joined: the hypothesis that moral framing increases persuasion precisely because it increases elaboration. When a message speaks to morals a person personally holds, it becomes more relevant to them, and greater personal relevance is one of the most reliable triggers of central-route processing. Prior studies had shown that people recognize the moral significance of an issue engage in more cognitively effortful, deliberate processing, and that connecting topics to personally important values boosts motivation to think. But few studies had tested the underlying psychological mechanism, and almost none had done so in the domain of green energy, where politicization remains a major barrier. Political conservatives in the United States are consistently less supportive of phasing out fossil fuels than liberals, a gap that has stalled policy progress even as heat waves, sea level rise, and extreme weather intensify.

To test their ideas rigorously, the team designed a carefully staged experimental program. They first ran a preliminary survey to identify green energy topics that were genuinely low in salience, meaning participants knew little about them, cared little about them, and did not find them politically polarizing. Sixty-four undergraduates rated offshore wind, onshore wind, nuclear, solar, geothermal, and tidal power on knowledge, familiarity, importance, and personal impact. Offshore wind and geothermal energy scored lowest, and neither was significantly correlated with political ideology, making them ideal test cases. If even low-salience topics could be made more elaboration-worthy through moral framing, the effect would be easier to detect than with topics people already think about intensely.

The experiments themselves recruited balanced samples of self-identified Democrats and Republicans through the Cloud Research Connect platform. In the pre-test and Study 1, 575 participants read a message about offshore wind; in Study 2, a replication with 578 participants read a functionally identical message about geothermal energy. Participants were randomly assigned to one of four conditions: a message framed around the individualizing morals of care and fairness; a message framed around the binding morals of loyalty and purity; a message combining all four morals; or a neutral, fact-based control containing no persuasive or moral language. The authority foundation was deliberately excluded to keep the number of moral cues equal across conditions and to avoid confounding the results with Americans’ highly variable trust in institutions. All messages were one-sided and pro-renewable, so that any difference between conditions could be attributed to moral content rather than argument structure. A separate pre-test with 120 participants confirmed the manipulation worked: roughly 78 to 100 percent of participants correctly identified the morals present in each message, and 73 to 96 percent correctly identified the morals absent, figures consistent with standards in the framing literature.

The analytical strategy relied on OLS regression with the PROCESS macro in SPSS, using bootstrapped mediation models with 5,000 samples. Elaboration was measured with seven adapted statements capturing how much participants thought about the message after reading it, and attitude strength was measured with a semantic differential scale of word pairs such as bad/good and foolish/wise, folded into a measure of attitudinal intensity. The results were mixed in instructive ways. In Study 1, moral framing did not significantly increase elaboration compared with the control, and no message-by-ideology interactions emerged. But in Study 2, the replication using geothermal energy, all three moral conditions, individualizing, binding, and combined, significantly increased elaboration relative to the control. In that same study, the indirect effects of moral framing on attitude strength through elaboration were statistically significant for every moral condition, with confidence intervals comfortably excluding zero.

Meanwhile, one result was rock-solid across both experiments: the more people elaborated on the message, the stronger their attitudes toward green energy became. In Study 1, the association between elaboration and attitude strength was positive and highly significant, and elaboration also correlated with holding more positive attitudes toward offshore wind. In Study 2, the pattern repeated for geothermal energy, with elaboration again predicting both stronger and more favorable attitudes. This replicated a well-documented finding from persuasion science in a new and policy-relevant domain, and it confirms the practical stakes of the mechanism: messages that get people thinking deeply do not just change minds temporarily, they build sturdier, more durable attitudes that are likelier to survive future counter-messaging.

Perhaps the most striking null result concerned political ideology. Moral Foundations Theory predicts that individualizing frames should resonate most with liberals and binding or combined frames most with conservatives, because those frames align with each group’s moral priorities and therefore feel more personally relevant. Yet in neither experiment did the effect of moral framing on elaboration vary by ideology, and post-hoc tests showed that liberals and conservatives did not differ in how much they valued the morals embedded in the messages. The authors suggest several explanations. Liberals’ generally higher baseline support for green energy may have driven them to elaborate regardless of the specific moral frame. It is also possible that ongoing political realignment, in which partisan loyalties shift without corresponding shifts in deeper moral intuitions, has weakened the tidy mapping between ideology and moral foundations that the theory presumes. Recent studies by other teams have similarly failed to find the expected ideology-moderation of moral framing effects, suggesting the field may need to revisit its assumptions about how morals and partisanship interact in the modern political era.

There is also a plausible methodological wrinkle behind Study 1’s null result on elaboration. At the time of data collection, the sitting administration had been actively promoting offshore wind in federal clean energy projects, keeping the topic visible in news media. Even the neutral control message about offshore wind, full of dry facts about turbines and rotor hubs, may have prompted more thinking than expected, washing out differences between the moral and nonmoral conditions. Geothermal energy, by contrast, remained obscure, allowing the moral frames to demonstrate their motivating power. The replication design, unusual and commendable in a field still grappling with its replication crisis, was specifically intended to guard against a case-category confound, and in this instance it appears to have paid off by revealing context-dependent effects that a single study would have obscured.

Taken together, the research offers communication professionals a evidence-based playbook with an important caveat. Moral framing appears to work, at least in some contexts, by making messages more personally relevant and thereby triggering the deep cognitive processing that produces strong, durable attitudes. Because the effects in this study did not differ by ideology, the same moralized message may hold bipartisan persuasive value, a genuinely useful property in an era when climate and energy policy are among the most polarized issues in American life. The authors caution, however, that their key mediation finding emerged in only one of two studies, and they call for continued research across additional topics, contexts, and audiences to determine when and why moral appeals mobilize the mind. For now, the message for advocates of renewable energy is clear: if you want people to care about green energy, giving them facts may not be enough. Give them something that speaks to their morals, and let their own thinking do the rest.
