Enhanced Games Move Enhancement Debate Into a Real Governance Test

The inaugural Enhanced Games have turned a long-hypothetical question into an observable governance experiment: what actually happens when a sporting event permits human enhancement rather than banning it. A new Perspective article in Frontiers in Sports and Active Living argues that the answer is not the disappearance of regulation, but its relocation. Permitting enhancement, the authors contend, does not abolish the regulatory boundary — it moves it, and the moved boundary still demands answers to every question anti-doping systems were designed to address.

The article, authored by researchers at Hong Kong Baptist University including Yannis Pitsiladis, frames the Enhanced Games as a live case study in the governance of human enhancement in sport. Its central argument is that once selected enhancement practices are permitted, decisions remain necessary about which interventions are acceptable, under what conditions they may be used, who is medically eligible, and how use is monitored, verified, enforced and adjudicated in disputes. In other words, an enhancement-permissive event does not escape rule-making; it inherits it.

The authors emphasize that these decisions must account for the heterogeneity of both performance benefits and health risks. Different enhancement practices do not deliver uniform gains or uniform harms, so a single permissive stance cannot treat all interventions alike. Assessing which practices to allow, and on what terms, requires evaluating each intervention’s expected performance effect alongside its distinct risk profile — a task that persists even where prohibition ends.

To organize this analysis, the Perspective applies a regulatory-gap perspective, examining the continuing requirements of assessment, analytical verification, implementation and adjudication under the relocated boundary. The authors’ point is that none of these functions vanishes when enhancement is permitted — each must simply be rebuilt within a new regulatory architecture.

A key illustration comes from the incorporation of the ASCEND001 study into the Enhanced Games framework. According to the article, this incorporation shows how governance requirements extend to the overlapping roles of athlete, competitor, patient and research participant. A single individual at such an event may simultaneously be competing for a result, receiving biomedical intervention under medical supervision, and generating data as a research participant — a combination that conventional sport governance never has to manage within one person.

That overlap carries implications for how the event should be understood. The authors argue that the Enhanced Games should not yet be seen simply as a replacement for conventional competitive sport. Instead, they characterize it as a hybrid experiment combining competition, biomedical enhancement, medical supervision, research, longitudinal data generation and commercial activity.

The article’s concluding comparison reframes the public debate. The relevant question, the authors write, is not regulation versus freedom, but a choice between regulatory architectures — and, critically, between the ways those architectures distribute risk, autonomy, responsibility and institutional control. On this view, both enhancement-permissive and prohibition-based systems allocate who bears health uncertainty, who decides what is permissible, and who holds enforcement power; they differ in where those burdens and authorities sit, not in whether such allocations exist.

The Perspective, published in the journal’s Anti-Doping Sciences and Integrity in Sport section, positions itself as an early analytical reading of an unfolding experiment rather than a verdict on it. Because the inaugural Games have only just made enhancement-permissive sport observable, the article’s contribution is a framework for watching what happens next: how acceptable interventions are defined, how verification is performed, how medical eligibility is policed, and how disputes are settled under a boundary that has moved rather than disappeared.

For readers following the enhancement debate, the article’s core message is a corrective to a common assumption. Removing a prohibition does not remove governance. The Enhanced Games, on the authors’ analysis, demonstrate that every sporting model — permissive or prohibitive — must still decide where its regulatory boundary lies, who verifies compliance with it, and who answers when it is crossed.
