China’s integrated environmental zoning-based regulation, launched in 2017, has delivered measurable gains in both ecological conservation and air quality, according to a quasi-experimental study of more than 110 Chinese pilot cities published in Nature Communications. The policy, known as EZR, merges environmental controls into a single zoning framework that extends protection beyond the country’s existing ecological conservation redlines.

The researchers found that ordinary ecological spaces—areas outside the formal redlines—showed broadly similar positive conservation effects to the redlines themselves. Causal effect estimation indicated a 24.7% increase in conservation effect relative to the pre-policy mean in these ordinary ecological spaces under the EZR policy, suggesting that integrated zoning can extend conservation benefits across wider landscapes rather than confining them to designated zones.

Air quality also improved. The EZR policy had positive effects in 97.3% of the total cities studied on reducing ambient fine particulate matter (PM2.5) concentrations, and the policy contributed 17.5% of the overall PM2.5 reduction observed in 2020. The authors used spatial comparisons alongside the quasi-experimental design to separate the policy’s incremental effects from broader environmental trends.

The study addresses persistent obstacles to sustainable development posed by ecological degradation and environmental pollution. According to the authors, the results indicate that the integrated environmental zoning approach offers a viable pathway to improve environmental governance and thereby enhance local sustainable development in China.

As an empirical study based on pilot cities, the analysis reflects the policy as implemented from 2017 onward, and the reported percentages describe effects measured within the studied cities rather than nationwide guarantees. Even so, the findings provide quantitative evidence that a unified zoning framework can deliver conservation and air-quality benefits simultaneously, offering a potential model for other regions grappling with the dual challenges of protecting ecosystems and reducing pollution.

Subject of Research: The effects of China's integrated environmental zoning-based regulation on ecological conservation and PM2.5 air pollution in pilot cities.
