New Report Urges Implementation of AI Toy Safety Standards to Safeguard Young Children

In the rapidly evolving landscape of childhood play, the emergence of generative artificial intelligence (GenAI) toys is heralding a novel paradigm. These interactive devices, designed to engage pre-school children in lifelike conversations, are becoming increasingly prominent. Despite their appeal as educational companions, a pioneering study conducted by the University of Cambridge’s Faculty of Education has raised significant concerns regarding their psychological safety, social implications, and regulatory oversight. This landmark investigation, spearheaded by the Play in Education, Development and Learning (PEDAL) Centre, is the first systematic exploration into how conversational GenAI toys influence the development of children aged five and under.

Over the course of a year-long project, researchers observed young children interacting with a GenAI toy named Gabbo, developed by Curio Interactive. This soft toy embodies sophisticated natural language processing algorithms capable of understanding and responding in human-like dialogue, thereby simulating companionship and play. The study focused on children from socioeconomically disadvantaged backgrounds attending London children’s centres, providing an inclusive perspective on the potential benefits and risks these toys pose for vulnerable populations.

The allure of GenAI toys lies in their ability to support early language acquisition and communication skills. Early years practitioners involved in the study acknowledged that, over time, these toys might become valuable learning tools, offering repeated conversational engagement that can complement adult interaction. However, the researchers identified critical limitations in the toys’ social understanding. Gabbo, for example, struggled with dynamic social scenarios, such as pretend play or conversations involving multiple participants, and frequently misinterpreted or inadequately responded to children’s emotional expressions.

A striking illustration of these limitations occurred when a child expressed affection by saying, “I love you,” to the toy; Gabbo replied with a procedural, non-empathic statement about guidelines rather than reciprocating or acknowledging the sentiment. Such responses can disrupt emotional validation crucial for early childhood development, potentially leaving children confused or emotionally unsupported. More troubling were instances of the toy misunderstanding sadness or distress, offering generic positivity rather than empathetic comfort, which can undermine a child’s effort to process and communicate complex feelings.

The findings revealed a paradox in the design and deployment of GenAI toys. While marketed as friends or learning companions, their inability to truly understand social contexts and emotions suggests a superficial interaction that might mislead young children. This gap in emotional intelligence is especially concerning given young children’s propensity to anthropomorphize and form deep parasocial attachments to inanimate objects, which may foster unhealthy dependencies on machines incapable of genuine empathy.

Beyond interpersonal concerns, the study casts a spotlight on privacy and data security issues that remain opaque to most consumers. Parents interviewed expressed anxiety about the scope and nature of data collection by these toys, including what information is recorded during play and how it is stored or shared. Regulatory environments currently lack the rigor and transparency necessary to ensure safeguarding of children’s data rights, raising red flags about digital vulnerabilities amidst increasing AI integration into childhood.

Compounding these worries, early years educators surveyed admitted a widespread deficiency in accessible, reliable guidance on AI safety standards tailored to young children’s unique needs. The majority advocated for comprehensive frameworks that could inform purchasing decisions and usage practices within educational and domestic settings. Concerns were also voiced about exacerbating digital inequalities, as costly GenAI toys might be unattainable for many families, further deepening socio-economic divides in early learning opportunities.

In response to these multifaceted risks, the Cambridge researchers urge policymakers and manufacturers to implement stringent regulations. They recommend that AI toys should carry safety kitemarks reflecting rigorous testing including child psychology expertise and safeguarding considerations. Transparency in privacy policies and contract terms, alongside restrictions on AI-driven encouragement of confiding or emotional dependence, are central to mitigating harms. The authors emphasize ongoing collaboration between technologists, educators, and child welfare specialists to align toy development with developmental science principles.

A key strategic guideline for parents emerging from this research is active adult involvement during AI toy usage. Placement of these devices in common family areas facilitates supervision and dialogue, allowing caregivers to contextualize and mediate children’s interactions with AI. This hands-on engagement is vital in interpreting AI responses, supporting emotional needs, and fostering critical awareness about the nature and limitations of AI companionship in early childhood.

Moreover, the study exposed nuances in how children navigate conversations with AI toys. Through video-recorded sessions supplemented by interviews and drawing activities, researchers captured moments of frustration, miscommunication, and imaginative play that the AI could not appropriately sustain. These insights underscore that while AI can simulate speech, it lacks the deeply layered understanding required for meaningful social exchanges that underpin early childhood learning and emotional development.

The implications of this research extend beyond childhood play into broader societal questions about AI ethics, digital inclusion, and the boundaries between technology and human experience. As AI becomes an integral part of daily life from increasingly younger ages, the responsibility to safeguard developmental integrity, emotional wellbeing, and privacy must be a shared priority among developers, regulators, parents, and educators.

Josephine McCartney, CEO of The Childhood Trust, which commissioned the study, encapsulated the urgency, highlighting that AI’s transformative impact on learning and play demands responsive regulation to protect children and address inequality. The initial report acts as a catalyst for further research and policy formulation, offering a roadmap to harness AI’s potential benefits while preemptively countering its pitfalls within the formative early years.

This foundational study invites the global community to critically evaluate how generative AI technologies integrate into childhood environments and to foster design philosophies prioritizing psychological safety, inclusivity, and transparency. It calls for an informed, cautious, and collaborative approach to ensure that AI toys evolve as supportive tools that complement rather than compromise the essential human elements of early development.
