In the rural districts of Northern Uganda, where drought-prone landscapes and post-conflict recovery have long shaped daily life, a quiet nutritional revolution may be hiding in the smallest of packages: tiny dried fish, sold by the cup at local markets and eaten whole with their bones. A new study published in Discover Sustainability offers the most detailed portrait yet of how the surrounding food environment determines whether primary school-age children in this region actually get to eat these nutrient-dense foods, and the answer carries significant implications for school feeding programs across low- and middle-income countries.

The research, led by Fridah Siyanga of the Department of Geography at the University of Bergen together with colleagues from the Institute of Marine Research in Bergen, the University of Bergen’s Department of Biological Sciences, and Makerere University in Kampala, applied a formal analytical framework known as Turner’s food environment framework to the question of fish consumption among children aged roughly six to twelve years. The framework distinguishes between the external food environment — the availability, price, vendor characteristics, and marketing of food in the spaces where people acquire it — and the personal food environment, which encompasses accessibility, affordability, convenience, and desirability as experienced by the individual consumer and household. This two-tiered structure allowed the researchers to trace how distant market dynamics translate, or fail to translate, into food actually placed on a child’s plate.

Methodologically, the study employed a convergent parallel mixed-methods design, meaning quantitative and qualitative data were collected simultaneously and then integrated during interpretation. The quantitative backbone was a cross-sectional household survey covering 109 households and 280 primary school-age children across three districts of Northern Uganda. Household questionnaires captured the frequency and types of fish consumed, the settings in which consumption occurred, sourcing patterns, and socioeconomic variables. Complementing the survey, the team conducted sixteen focus group discussions with parents, generating rich qualitative material on how caregivers perceive small fish, how they weigh price against nutritional value, and how cooking practices and preservation methods shape what children are actually offered.

The findings reveal a striking asymmetry between the home and the school as nutritional environments. Children consumed fish primarily at home, and the fish in question were overwhelmingly small species that had undergone what the researchers describe as environmentally friendly processing — typically sun-drying or smoking methods that require little energy input and extend shelf life without refrigeration, a critical consideration in a region where cold chains are largely absent. These small fish, eaten whole, deliver calcium from bones, along with protein, iron, zinc, vitamin B12, and long-chain omega-3 fatty acids, making them one of the most affordable animal-source foods available to poor households. By contrast, school meals in the surveyed districts consisted largely of carbohydrate-rich, plant-based staples such as maize porridge and beans, with fish and other animal-source foods conspicuously absent from the menu.

When the researchers subjected their data to analysis within the food environment framework, a clear hierarchy of drivers emerged. Both external factors, such as the presence of fish in local markets and the distance to trading centers, and personal factors, such as household preferences and cooking convenience, exerted measurable influence on whether children ate fish. But one factor dominated all others: affordability. Price acted as a gatekeeper mediating the effects of availability, market access, convenience, and desirability. In practical terms, this means that even when small fish were physically present in nearby markets, and even when parents recognized their nutritional value and reported liking them, high relative prices suppressed purchase and consumption. Conversely, when small fish were cheap — as is often the case during peak landing seasons on Lakes Kyoga and Albert, whose fisheries supply the inland trade networks of Northern Uganda — consumption rose even without changes in taste, marketing, or nutrition education.

This mediating role of affordability has significant theoretical importance for food environment research. Much of the existing literature treats the components of the personal food environment as parallel, additive influences on dietary behavior. The Northern Uganda data suggest instead a sequential, hierarchical model in which economic access functions as a precondition that determines whether other dimensions of the food environment can exert influence at all. For policymakers and researchers working on nutrition-sensitive value chains, this reframing matters: interventions that improve the supply of nutritious foods, or that educate consumers about their benefits, may achieve little if the price barrier remains untouched. The study demonstrates, in the authors’ words, that applying the food environment framework provides a comprehensive understanding of how interacting factors shape children’s fish consumption — an understanding that single-factor analyses of dietary determinants routinely miss.

The technical characteristics of small fish as a food commodity help explain why they feature so prominently in this analysis. Species such as mukene (Rastrineobola argentea) from the Ugandan lakes are landed in enormous quantities, sun-dried on racks or smoking kilns within hours of capture, and then traded over long distances without spoilage. Their small size eliminates the need for portioning, their bones soften during drying and become edible, and their strong umami flavor allows small quantities to season larger staple dishes — an efficient delivery mechanism for micronutrients in households where meat is a rare luxury. From a sustainability standpoint, the low-input processing described in the study contrasts favorably with energy-intensive freezing or canning, and many small pelagic fisheries in the African Great Lakes region are among the more resilient in the face of environmental change.

Against this backdrop, the exclusion of small fish from school meals emerges as what the researchers call a missed opportunity. School feeding programs are among the most widespread social protection instruments in sub-Saharan Africa, reaching millions of children with meals that frequently determine their intake of protein and micronutrients on school days. Yet the Northern Uganda programs surveyed here delivered meals dominated by energy-dense but micronutrient-poor staples. The authors argue that incorporating small dried fish into school menus — whether as a relish, a powder blended into sauces, or a fortified ingredient — could substantially improve dietary quality at modest cost, given the commodity’s affordability relative to other animal-source foods and its established local supply chains. Such reform would align school feeding with the growing policy consensus around nutrition-sensitive food systems, which seek to make agricultural and food procurement decisions serve nutritional objectives rather than caloric sufficiency alone.

The implications extend well beyond Uganda. The study’s framing of affordability as the dominant mediating variable speaks directly to debates over school meal design in low- and middle-income countries generally, where budgets per child per meal are often measured in cents. Small fish are not unique to East Africa; analogous nutrient-rich, low-trophic-level species are consumed across South Asia, Southeast Asia, and West Africa, and a growing body of nutrition science emphasizes their potential to close micronutrient gaps where conventional animal-source foods are unaffordable. By demonstrating empirically how price mediates the pathway from market availability to child consumption, the Northern Uganda study provides a template for diagnosing — and potentially overcoming — the barriers in other settings.

Funded by the University of Bergen and the L. Meltzer University Foundation, the study also carries methodological lessons for the field of food environment research. The convergent parallel design, combining the statistical breadth of a 280-child household survey with the interpretive depth of sixteen focus group discussions, allowed the researchers to validate the quantitative finding of affordability’s dominance against parents’ own accounts of decision-making. Parents described in qualitative interviews the trade-offs they navigate — choosing between a cup of dried fish that could season meals for a week and other pressing household needs — narratives that give statistical associations their human texture. The research received ethical approval from Makerere University’s Social Sciences Research and Ethics Committee and additional clearance from the Uganda National Council for Science and Technology, with informed consent obtained from all participants.

As global nutrition policy increasingly turns its attention to school-age children — a group often overlooked relative to the first thousand days of life, despite mounting evidence of micronutrient deficiencies affecting growth, cognition, and school performance during the primary years — studies like this one illuminate a practical, locally grounded pathway forward. The humble dried fish sold in Northern Ugandan markets, processed with little environmental burden and already embedded in local culinary culture, sits waiting on the shelf of possibility. What stands between it and the region’s schoolchildren, the research makes clear, is principally a question of price and program design — a challenge far more tractable than the biological or cultural barriers often invoked when school meals fail to nourish.
