Buildings consume roughly half of the world’s electricity, and for decades engineers have tried to shrink that footprint by making systems more efficient. A new systematic review argues that the harder problem is not the machinery but the message: how money talks to the people flipping the switches. The study, published in Energy Reports, synthesizes more than a decade of field experiments to determine how financial incentives should be communicated to building occupants, and its findings arrive at a moment when electricity markets worldwide are abandoning flat rates for prices that change by the hour.

Led by Connor Aucremanne and Ali Ghahramani, the researchers systematically screened 871 documents drawn from Scopus, ScienceDirect, and Google Scholar, applying deliberately stringent inclusion criteria. Studies had to involve real human participants in operational buildings, measure behavioral outcomes, and tie financial incentives directly to verified energy savings. Simulations, hypothetical incentives, and purely social interventions were excluded. That filtering left just 14 papers, but those papers contained 56 distinct study groups spanning the United States, the United Kingdom, France, Austria, Germany, Spain, China, Japan, India, the Netherlands, and New Zealand—everything from corporate offices in Tokyo to residential programs in China that enrolled more than 200,000 households. The small paper count, the authors acknowledge, reflects how young this empirical literature really is, but the diversity of contexts allowed a structured, comparative synthesis that earlier reviews, focused on social feedback or behavioral theory in isolation, had never assembled.

The review’s central quantitative result is strikingly simple: interventions built purely on financial incentives reduced energy consumption by an average of 10.02 percent, purely social approaches such as moral suasion, education, and comparative eco-feedback achieved 6.25 percent, and hybrid designs combining both yielded the best results at 11.37 percent. Within the financial category, the design of the reward mattered enormously. Lottery-based incentives, which inject uncertainty and anticipation into the feedback loop, produced the largest average reductions at 15.45 percent, followed by tiered rewards that escalate with progressive savings at 13.95 percent. Straightforward monetary rewards based on usage reductions, despite their transactional clarity, managed only 5.43 percent—suggesting that predictability itself can blunt motivational force, providing no reinforcement beyond the payout itself.

Communication channel proved to be a first-order variable rather than a logistical afterthought. Web-based dashboards delivered the highest average reduction at 12.93 percent, narrowly beating face-to-face delivery at 12.53 percent, which the authors attribute to interactive, personalized engagement whether digital or human. Email achieved a respectable 10.25 percent, apparently by functioning as a structured periodic nudge. Brief text messages, despite their ubiquity, underperformed at 5.03 percent, likely because their brevity strips away the contextual information occupants need to act. Notably, mailed letters outperformed both SMS and phone calls at 7.03 percent, a finding the researchers link to permanence: a physical report can be reread, while a text message vanishes into the notification stream. The patterns also tracked socio-demographics, with dashboards excelling in digitally literate office environments and printed materials proving competitive in settings with older or less connected participants.

Feedback frequency and monitoring granularity complicated the intuitive assumption that more data equals more savings. Daily monitoring—available in only about 16 percent of studies—achieved the highest average reduction at 8.93 percent, outperforming both real-time and hourly monitoring, which produced 7.06 and 6.89 percent respectively. The authors interpret this as evidence of a cognitive sweet spot: daily summaries permit pattern recognition without triggering the decision fatigue and desensitization that continuous data streams can induce. Duration showed a similarly non-linear profile. Short-term interventions produced sharp initial cuts driven by novelty effects, medium- and long-term studies plateaued around 7.6 percent, yet programs exceeding one year averaged 10.1 percent—challenging the assumption that savings inevitably decay, provided the intervention evolves rather than repeating static messages.

Building typology shaped outcomes in ways that carry practical weight. Multi-family residences averaged 14.5 percent reductions, nearly triple the 5.87 percent seen in single-family homes, a gap the authors attribute to communal infrastructure and peer reinforcement that diffuse behavior through shared spaces. On the commercial side, government offices achieved 18.58 percent, universities 11.91 percent, and corporate offices just 6.5 percent—the latter hampered, the review suggests, by competing business priorities and split incentives in leased spaces where landlords control infrastructure but tenants control usage. Targeting also mattered: interventions aimed specifically at plug loads, the standby power and device-level consumption that constitutes some of the most avoidable waste, cut 9.6 percent on average versus 6.79 percent for whole-building approaches, reinforcing the psychological principle that itemized feedback fosters a sense of direct agency that aggregate data cannot.

To move beyond single-factor averages, the team constructed a Sankey diagram mapping the co-occurrence of intervention characteristics across the 56 study groups, tracing pathways from feedback type through communication mode, monitoring interval, and building characteristics to final energy goals. The visualization revealed recurring successful configurations: financial incentives paired with frequent digital communication and real-time monitoring work well where occupants actively control their loads; hybrid eco-feedback with tiered rewards amplifies savings in multi-family settings through social comparison; and fixed rewards with scheduled interventions anchor behavior in regimented office environments. Crucially, the authors caution that these headline averages mask substantial contextual variation—market design, cultural framing, and regulatory structure all moderate outcomes, and collectivist contexts may favor community-based mechanisms that current financial feedback design, skewed toward individualistic rewards, rarely provides.

The discussion grounds these patterns in established behavioral science. Self-Determination Theory explains why financial incentives work best when they reinforce rather than crowd out intrinsic motivation, a dynamic consistent with the outperformance of hybrid designs. Goal-Setting Theory maps onto the success of tiered rewards with progressive milestones, while loss aversion suggests that framing the cost of inaction outperforms framing the benefit of conservation. The review also identifies status quo bias as a persistent obstacle and highlights evidence that environmentally framed messages can strengthen, rather than undermine, internalized motivation for saving energy—rebutting the long-standing assumption that monetary signals necessarily corrode green intentions.

Perhaps the review’s most forward-looking contribution is its argument for a paradigm shift in building control architecture. Conventional systems operate on fixed setpoints and exclude occupants from the control loop; emerging data-driven controllers predict behavior from historical patterns but often misalign with dynamic human preferences, leading users to disable automation entirely. The authors propose instead an “active negotiation” framework in which controllers present occupants with actionable choices through an interactive interface, letting users select preferred actions while the system adapts its control signals in real time. Coupled with price-sensitivity modeling—segmenting users into linear responders who welcome frequent recommendations and threshold responders who want alerts only for significant savings—such systems could manage communication load while sustaining engagement under volatile pricing.

The policy implications are concrete. The authors call for utilities to adopt dynamic pricing aligned with real-time demand, for building codes to make smart infrastructure such as smart panels and plugs a baseline requirement in new construction, and for expanded retrofit incentives paired with streamlined market access for aggregated demand response resources—treating demand-side flexibility as a genuine grid asset. As extreme weather events like the 2021 Texas blackout have demonstrated, grid-interactive buildings are becoming a resilience necessity rather than an efficiency luxury. The evidence base remains emergent, the authors readily concede, with small samples and heterogeneous designs limiting statistical generalization. But as dynamic pricing spreads from Singapore to Germany to the United States, this synthesis offers the first consolidated empirical map of how to translate price signals into human action—and it suggests the answer lies less in the size of the reward than in the care with which it is communicated.
