Interviews with seven selected stakeholders identified fragmented implementation, uneven capacity building, weak institutional partnerships and peripheral community engagement in South Africa’s municipal renewable energy skills planning.

A qualitative study of South Africa’s renewable energy sector found that policy frameworks exist, but implementation remains fragmented, capacity-building initiatives are insufficient and unevenly distributed, and community engagement is peripheral to renewable energy skills planning. The research examined the strategic role of local government in addressing shortages of skilled people at the grassroots. It also found that partnerships between municipalities and academic and international institutions are underdeveloped, limiting coordinated action on local skills development.

The study was based on semi-structured interviews with seven purposively selected stakeholders across South Africa’s renewable energy ecosystem. The researchers used thematic analysis, facilitated by NVivo 14, to identify four primary themes and seven sub-themes. As a qualitative inquiry with a small, selectively recruited group of participants, the study was designed to explore experiences and perspectives rather than measure training access, skills levels or program performance nationally. Its findings therefore provide stakeholder insight into municipal implementation and cannot establish the scale of the skills gap across all South African communities.

Policy intent was not identified by the study as the principal constraint. Instead, the analysis pointed to fragmented implementation, limited technical capacity and inadequate community engagement. The authors argue that local governments are constitutionally positioned to help close the renewable energy skills gap, yet previous research and the findings of this study indicate that municipalities have not consistently fulfilled that mandate. By focusing on local government rather than only national renewable energy policy, the research examines how policy could be connected to community-level skills development and what institutional conditions currently constrain that process.

The researchers recommend integrated, context-sensitive policy action, modular technical training programmes and inclusive multi-stakeholder partnerships as elements of an approach to equipping communities for a sustainable energy future. The training recommendation calls for programmes adapted to local conditions, but the study did not test the effectiveness of any particular curriculum or training design. The findings also support stronger municipal links with academic and international institutions. The study connects this multi-institutional approach to Sustainable Development Goal 7, on affordable and clean energy, and Sustainable Development Goal 17, on partnerships for the goals.

Community engagement was characterized in the interviews as peripheral rather than central to renewable energy skills planning. The proposed response places inclusive engagement alongside locally adapted policy and partnerships, rather than demonstrating that a specific participatory model has already been implemented or shown to improve skills outcomes. Overall, the research identifies a coordinated municipal role as a possible route toward more consistent grassroots renewable energy skills provision. Its contribution is an empirical account of perceived institutional barriers and policy priorities; additional research would be needed to assess the reach, consistency and outcomes of the recommended approach.
