										<content:encoded><![CDATA[<p>In the flood-prone lowlands of southeastern Spain, where the Segura River descends toward the Mediterranean through one of Europe&#8217;s most densely irrigated agricultural corridors, a new study has put numbers to something disaster researchers have long argued but rarely measured at the local scale: that women experience, perceive, and prepare for flood risk differently, and that understanding those differences could save lives. The research, published in the journal Natural Hazards, was conducted by Sandra Ricart, Paula Gutiérrez-Domínguez, and María Hernández-Hernández of the University of Alicante and the Spanish Ministry of Finance. It combines a purpose-built composite indicator, the Female Social Vulnerability Index (FSVI), with questionnaire and narrative evidence from 53 women living in the Vega Baja del Segura region of Alicante, a territory repeatedly struck by flash floods and, most dramatically, by the September 2019 cold-drop event that inundated towns such as Almoradí and Guardamar del Segura.</p>
<p>The methodological core of the study is the FSVI, an index that adapts the logic of classic social vulnerability measures, such as the widely used Social Vulnerability Index developed by Susan Cutter and colleagues in 2003, to dimensions of vulnerability that are specifically relevant to women. Rather than treating vulnerability as a single number derived from census aggregates, the authors decomposed it into components capturing socio-demographic position, household structure, dependence and caregiving burdens, economic precarity, housing conditions, and access to resources and information. Each dimension was scored and aggregated so that women living in different municipalities could be ranked according to their relative social vulnerability to flooding. The index was then overlaid on the flood geography of the Vega Baja, allowing the researchers to identify zones where high social vulnerability and high flood exposure coincide, and to use those zones as a sampling frame for the perception survey that followed.</p>
<p>Data collection ran from April 30 to May 19, 2022, roughly two and a half years after the catastrophic floods of September 2019, which were triggered by a cut-off low-pressure system, known locally as a DANA, that delivered torrential rainfall over the Segura basin. The researchers administered structured questionnaires and collected open-ended narratives from the 53 women participants, asking about their flood history, their perception of risk and personal vulnerability, their evaluation of municipal flood management, and their household preparedness. Narratives were used alongside the quantitative responses to capture the texture of lived experience, how women describe the moment water enters their homes, the choices they make about children and elderly relatives, and their trust, or lack of it, in institutional warnings. The combination of an index-based spatial assessment with fine-grained perception data is what the authors describe as a complementary framework: the FSVI maps where vulnerability is concentrated, while the survey explains how that vulnerability is actually felt and acted upon.</p>
<p>Three findings stand out. First, women living in areas that the FSVI identified as having high social vulnerability reported both higher perceived flood risk and higher perceived personal vulnerability. This alignment between the objective, indicator-based measure and the subjective, self-reported measure suggests that the index captures something real about everyday exposure and sensitivity, and it supports the use of such indices for targeting communication and preparedness interventions. Second, direct flood experience proved to be a decisive factor: women who had personally suffered the impacts of a flood event perceived flood exposure far more clearly than women who had not, even when they lived in comparable locations. Experience, in other words, functions as a form of knowledge that maps and warnings do not fully replicate. Third, and perhaps most actionable, women who evaluated municipal flood management actions positively reported higher levels of preparedness for future events. Trust in local institutions, the study suggests, is not a soft variable but a concrete driver of household-level readiness.</p>
<p>The role of flood experience echoes a broader theme in the psychology of risk, where the description-experience framework distinguishes between risks we are told about and risks we have lived through. Research from New Orleans after Hurricane Katrina, from flash-flood-prone regions of Greece and Italy, and from communities along the Rhine has repeatedly shown that direct experience sharpens risk perception, sometimes dramatically, and that perception tends to decay over time as memory fades. The Vega Baja findings add a gendered dimension to this literature. In the narratives collected by the Spanish team, women described not only their own exposure but the labor they performed during and after floods, protecting belongings, coordinating family members, managing care responsibilities, and navigating evacuation. Prior work on gendered patterns in flood evacuation, such as studies of Canada&#8217;s Red River Valley, has documented how caregiving roles can delay women&#8217;s own escape and complicate their response to warnings. The Alicante study brings that dynamic into a developed-country Mediterranean context where such vulnerabilities are often assumed to be minimal.</p>
<p>The setting itself matters. The Vega Baja del Segura is a textbook case of accumulation of risk. The lower Segura basin combines a semi-arid Mediterranean climate punctuated by intense autumn rainfall events with decades of intensive agricultural transformation, urban expansion onto floodplains, and a construction boom that, as Spanish researchers have documented, pushed housing development directly into flood-prone land between the 1970s and 2013. Climate change compounds the hazard: studies of the western Mediterranean show an intensification of extreme precipitation events and shifts in flood-generating processes, while Mediterranean tropical-like cyclones, so-called medicanes, add another layer of uncertainty. Spain&#8217;s Insurance Compensation Consortium has recorded the mounting cost of extraordinary-risk events, and the September 2019 DANA, which generated thousands of emergency calls in the Vega Baja alone, remains a benchmark for what these territories face. In such a landscape, social vulnerability is not an academic abstraction; it determines who drowns, who loses their home, and who recovers.</p>
<p>The study&#8217;s gender focus responds to decades of international evidence showing that disasters are not socially neutral. From Bangladesh to Pakistan, from Nepal to Nigeria, research has documented how gendered divisions of labor, restricted access to information and assets, and caregiving expectations translate into elevated vulnerability for women, alongside, crucially, documented women&#8217;s strengths in community-based risk reduction. What distinguishes the Spanish contribution is its attempt to formalize these insights into a replicable index for a European region. The FSVI is designed to be integrated into conventional flood risk assessment, which typically multiplies hazard probability by exposure and assumes a uniform vulnerability function. By replacing that uniform assumption with a spatially explicit, gender-responsive vulnerability layer, the authors argue, planners can identify precisely where prevention resources, communication campaigns, and evacuation planning should be concentrated.</p>
<p>The practical implications run in two directions. For risk managers, the finding that trust in municipal management predicts preparedness implies that investment in visible, competent, and communicative local flood governance, early warnings that arrive on time, drills, maintenance of drainage infrastructure, transparent information, is itself a preparedness measure. For gender-responsive policy, the results suggest that preparedness programs should be designed around women&#8217;s actual roles and constraints rather than a generic household unit, and that women in high-vulnerability zones should be treated as key actors in risk communication, not merely as a vulnerable group. The authors frame this within a social-learning perspective, in which flood risk management improves iteratively by integrating community experience, especially women&#8217;s experience, into institutional practice.</p>
<p>The study also acknowledges its limits, which readers should keep in view. The sample of 53 women, while rich in narrative depth, is modest in statistical terms, and the cross-sectional design captures a snapshot two years after a major flood, a moment when experience and memory were likely still vivid. The FSVI, like all composite indices, depends on the choice and weighting of indicators, a question that has drawn methodological scrutiny in the vulnerability-index literature. Nevertheless, the convergence of three independent signals, spatial index, self-reported perception, and institutional trust, gives the findings a robustness that few single-method studies achieve, and the framework is explicitly designed to be transferable to other flood-prone Mediterranean territories.</p>
<p>As extreme rainfall intensifies across the Mediterranean and beyond, the study&#8217;s central message is disarmingly simple: flood risk is not just a hydraulic problem, and vulnerability is not evenly distributed among the people standing in the water&#8217;s path. In the Vega Baja del Segura, the women who have already seen the river rise know this better than anyone. Giving that knowledge a formal place in flood risk assessment, the authors conclude, is a step toward management strategies that are not only more technically precise but more socially just, and, in the next unavoidable flood, more effective at keeping people safe.</p>
