										<content:encoded><![CDATA[<p>China&#8217;s historic decision to abandon its decades-long one-child restriction was celebrated worldwide as a victory for reproductive freedom and a remedy for a rapidly aging population. Yet new research suggests the policy shift carried an unexpected and largely overlooked cost: it pushed millions of Chinese families closer to the edge of energy poverty, the condition in which households cannot afford adequate heating, cooling, cooking, or lighting. A study published in Social Indicators Research provides the first comprehensive empirical evidence that the relaxation of fertility policy significantly increased the likelihood that Chinese households would find themselves unable to meet basic energy needs, with the burden falling disproportionately on rural, low-income, and less-educated families.</p>
<p>The research team, led by Jun Tian, Zikang Chen, Rujing Kong, Jiongcheng Lu, Ruiqian Li, and Dongrong Li, drawing on institutions including Heilongjiang University, Renmin University of China, and University College London, analyzed data from the China Family Panel Studies (CFPS), a nationally representative longitudinal survey administered by Peking University. The dataset spans the period from 2012 to 2020, allowing the researchers to compare household conditions before and after the implementation of two successive policy changes: the selective two-child policy for couples in which both partners were only children, introduced in 2013, and the universal two-child policy enacted in 2016. Because the CFPS is fielded in even-numbered years, the team used 2012 and 2018 as comparison points to capture household energy poverty levels across provinces before and after the policy transition.</p>
<p>Energy poverty was measured using the Low Income High Cost (LIHC) method, a widely adopted indicator originally developed for fuel poverty analysis in the United Kingdom. Under this framework, a household is classified as energy poor when its energy expenditure exceeds 10 percent of total income and its income falls below the median income of the sample within its region. This dual-threshold approach captures both the affordability dimension, households spending too large a share of limited resources on energy, and the income dimension, households whose overall financial position leaves them vulnerable even if absolute energy bills appear modest. The LIHC measure has become a standard tool in energy poverty research precisely because it avoids the false certainty of single-indicator definitions, and applying it to the CFPS 2020 dataset allowed the authors to construct a consistent measure of energy deprivation across years and provinces.</p>
<p>To establish causality rather than mere correlation, the researchers employed a time-varying difference-in-differences design, a quasi-experimental strategy increasingly common in policy evaluation. Because the two-child policy was rolled out at different times for different groups, first selectively in 2013 and then universally in 2016, the staggered timing creates natural treatment and control groups within the panel. Households that became eligible for a second child under the policy serve as the treated group, while comparable households unaffected by the policy at a given point in time serve as controls. By differencing the change in energy poverty outcomes between these groups before and after implementation, the method strips away common temporal trends, regional economic shocks, and other confounders that would otherwise contaminate the estimate. The findings were stark: while the policy succeeded in raising second-child birth rates, it also significantly increased the probability that affected households would slip into energy poverty.</p>
<p>The mechanism analysis is perhaps the most illuminating part of the study, because it explains precisely how an additional child translates into energy deprivation. The authors identify three interlocking channels. First, the policy reduced female labor force participation. When a second child arrives, women disproportionately withdraw from employment or reduce working hours to provide care, and previous studies have documented both a motherhood wage penalty and an income decline associated with fertility relaxation in China. A lost salary shrinks the income denominator in the LIHC calculation, making the same energy bill feel dramatically heavier. Second, the policy increased housing requirements. Larger families need larger dwellings, and housing costs, particularly in the wake of school-district housing premiums that surged after the two-child announcement, consumed household budgets that might otherwise cover utility payments. Larger living spaces also demand more energy for heating and cooling, raising the numerator of the ratio. Third, the policy expanded intergenerational childcare arrangements. Grandparents frequently moved in with young families or absorbed childcare duties, altering household composition and sometimes spreading fixed energy resources across more people, while elderly members themselves face heightened vulnerability to cold and heat.</p>
<p>The heterogeneity analysis reveals that the burden of these mechanisms was not distributed evenly. Rural households emerged as especially vulnerable, a finding consistent with the broader literature showing that rural China relies more heavily on solid fuels, suffers from poorer building insulation, and has less access to efficient heating infrastructure. Low-income families, households with limited education, and those in poor health also faced markedly elevated risks. Less-educated households typically have less stable employment and fewer resources to buffer the income shock of a second child, while poor health raises both medical expenses and the physiological need for adequate heating and cooling. The authors&#8217; results thus connect fertility policy to a wider web of social stratification: the very households least equipped to absorb the financial strain of an additional child were the ones most likely to experience energy deprivation.</p>
<p>The policy implications extend well beyond China&#8217;s borders. Fertility liberalization is being actively debated in many low-fertility countries, from East Asian economies grappling with record-low birth rates to European nations considering pronatalist incentives. This study provides a cautionary empirical lesson: demographic policy cannot be evaluated solely on its success in raising birth rates. Secondary consequences, particularly for household welfare in the energy domain, must be factored into the calculus. Energy poverty is not a trivial condition. A substantial body of public health research links inadequate heating and cooling to excess winter mortality, respiratory illness, cardiovascular stress, and mental health deterioration, and energy-poor households often resort to polluting solid fuels that degrade indoor air quality. Children in energy-poor homes face risks to physical development and educational attainment, meaning the consequences of the two-child policy may compound across the very generation the policy was designed to support.</p>
<p>The findings also speak to the United Nations Sustainable Development Goals, particularly SDG 7 on affordable and clean energy and SDG 1 on poverty eradication. China has made notable progress in expanding grid access and clean cooking, yet affordability remains the binding constraint for many households. The study situates energy poverty within a dynamic family-economics framework reminiscent of the Becker-Lewis quantity-quality model of fertility: additional children raise household resource demands while simultaneously constraining the labor supply available to meet them. In a Malthusian echo, larger families facing fixed or shrinking incomes must ration necessities, and energy, though essential, is often the first expenditure to be curtailed because it is less visible than food or schooling. The study&#8217;s authors argue that this rationing behavior is exactly what the LIHC measure is designed to capture.</p>
<p>The methodological rigor of the work deserves note. Beyond the staggered difference-in-differences design, the authors conducted parallel-trend checks comparing 2012 baseline conditions across provinces, mechanism tests examining female employment, housing costs, and grandparental childcare, and extensive heterogeneity analyses across income, education, health, and urban-rural lines. The robustness of the core finding, that second-child eligibility meaningfully raised energy poverty risk, held across alternative specifications. The data are publicly available through the China Social Science Survey Center at Peking University, enabling replication. The work was supported by the Heilongjiang Provincial Philosophy and Social Science Planning Project.</p>
<p>For policymakers in Beijing and beyond, the study&#8217;s recommendations point toward integrated social policy rather than isolated interventions. Fertility incentives without concurrent support for childcare, parental employment protection, and energy affordability risk simply redistributing hardship from the state to the family, and from fathers to mothers. Targeted energy subsidies, expanded childcare provision that allows women to remain in the labor force, housing support for multi-child families, and stronger social assistance for rural and low-income households could mitigate the energy poverty channel identified here. As China now pivots toward even more aggressive pro-natalist policies, the researchers&#8217; central message stands as a timely warning: whether families welcome a second child or not, the energy consequences of that welcome must be anticipated, measured, and addressed, or the demographic cure may deepen the very deprivations it seeks to escape.</p>
